Village Officials Admit LMS Application Makes Them Smarter and Braver

THE EDITOR – The Pamong Desa Learning Management System (LMS) application provided by the Ministry of Home Affairs through the Directorate General of Village Government Development (Bina Pemdes) has been very helpful for village officials in solving various problems in implementing policies.

As stated by the Head of Finance of Sintuwulemba Village in Lage Sub-district, Poso Regency, Central Sulawesi, Arif Pokan (33). He said that this year he had the opportunity to take part in online training through the LMS application after previously being introduced to this system in 2023 through the Village Government and Development Strengthening Programme (P3PD) training.

“There is a development of P3PD (training), called Pamong Desa LMS. It is independent learning as an addition to P3PD training. With this, we can learn independently. The development is getting wider and we can learn anything there, especially about village government,” Arif told The Editor.

For Arif, who is tasked with managing village finances, the LMS application gives him more opportunities to try out village financial management procedures from the basic to the highest level.

“There is also an online zoom meeting,” he said.

For learning the LMS application, Arif said he has only received an invitation once, in November 2024. At that time, he attended online LMS training with instructors prepared by the Ministry of Home Affairs.

The Director General of Village Government Development (Bina Pemdes) of the Ministry of Home Affairs, La Ode Ahmad P Bolombo, revealed that the Pamong Desa Learning Management System (LMS) has been launched as an innovation to digitally strengthen the capacity of village officials in Indonesia. This system is present to answer the challenges of training and capacity building of village officials in 75,265 villages spread throughout Indonesia.

In the National Coordination Meeting on Strengthening the Implementation and Sustainability of Pamong Desa LMS held at the Sultan Hotel, Jakarta, Tuesday (15/10/2024), La Ode emphasised that Pamong Desa LMS allows village officials to learn and attend training anytime and from anywhere, as long as they are connected to the internet.

“The Pamong Desa LMS is an interactive digital platform that allows village officials to access training materials specifically designed to improve their competencies, both in terms of village governance and digital literacy,” he said.

The traditional or face-to-face learning system is considered unable to reach all villages in Indonesia due to limited resources and time. Therefore, Pamong Desa LMS comes as a digital solution to overcome this obstacle. La Ode revealed that conventional learning methods require a lot of time and money, making it ineffective if applied on a national scale.

“With a large number of villages spread across various regions, face-to-face learning is less efficient. This LMS answers that challenge by providing easier and wider access to training, so that village officials do not need to leave their duties in the village,” he added.

LMS COMES WITH THOUSANDS OF TRAINING CONTENTS

La Ode also said that Pamong Desa LMS is equipped with more than 3,800 training contents that are designed according to the needs of village officials. The materials cover various topics ranging from village government management, village financial management, to digital literacy which is very important in the current era of digital transformation. In addition, the system is also equipped with a monitoring feature that allows evaluation of training from pre, implementation, to post-training stages.

“We can monitor the progress from before to after the training. This is the advantage of the LMS, since we can ensure the effectiveness of the learning and the extent to which village officials benefit from the training,” La Ode said.

To date, Pamong Desa LMS is targeted to reach 40,000 villages with more than 80,000 participants. The Director General of Bina Pemdes also added that socialisation of the LMS has been conducted in stages, including in terms of regulations and training for trainers who will assist village officials in using the system.

One of the main objectives of Pamong Desa LMS is to improve the digital literacy of village officials so that they can manage the village more efficiently and in accordance with technological developments. “In addition to improving competence in village governance, this LMS also equips village officials with digital skills that will greatly help them in facing various challenges in the digital era,” he added.

La Ode also invited the local government and all relevant parties to fully support the implementation of Pamong Desa LMS. With strong support, as well as the provision of more equitable internet access, Pamong Desa LMS is expected to be an effective solution to overcome the limitations of conventional training and ensure that village governments are better prepared to face future challenges.
