Minister Anas Appreciates the Presence of Grha Merit in West Java: Merit System is A Key to Bureaucratic Reform

BANDUNG – The implementation of a good merit system is one of the manifestations of the implementation of bureaucratic reform. West Java Province’s move to create the Grha Merit Centre of Excellence was appreciated by Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas.

“Congratulations to West Java for having Grha Merit. I am glad, because this means that the merit system in West Java Province is maintained and becomes a serious commitment in creating optimism and enthusiasm to present a quality state civil apparatus (ASN) within the scope of the West Java Provincial Government,” said Minister Anas during the inauguration of Grha Merit in Bandung, West Java, Thursday (26/9).

He said that the presence of Grha Merit in Tanah Pasundan could encourage the implementation of the merit system in West Java Province to be more impactful.

This is as directed by President Joko Widodo related to the realization that the implementation of the merit system must be able to encourage an impactful bureaucracy.

“This merit system is the crown of ASN management. I appreciate the West Java Provincial Government for focusing on fixing this crown. Do not let it be damaged, because the merit system is the key to implementing bureaucratic reform which is the engine of development,” he continued.

The former Head of LKPP said that West Java, which is often the place for comparative studies, can be a real example for other local governments, especially in the implementation of the merit system.

It is hoped that the implementation of the merit system in West Java Province can be applied by districts and cities in the West Java region and other regions so that the merit system can also run well.

The Law No. 20/2023 on ASN has provided ample space for ASN to have a good career map. The merit system has an important role in this regard, which is accommodated both through schools and the creation of a good bureaucratic ecosystem.

“With a quality merit system, I am sure that the bureaucracy in the West Java Provincial Government area will be more professional, public services will run faster and of higher quality, so that investment can increase and employment will be widely opened,” concluded Minister Anas.

On the occasion, Acting Head of the National Civil Service Agency (BKN) Haryomo Dwi Putranto said that West Java Province has now received an A accreditation for the implementation of competency assessment.

One of the indicators is the existence of Grha Merit which also functions as a location for competency assessment.

Haryomo also handed over a Certificate of Recognition of Eligibility for ASN Competency Assessment Organizers to the Acting Governor of West Java.

“The presence of Grha Merit can support the national talent database and the development of national talent management can be realized as mandated by the ASN Law,” he said.

Meanwhile, Acting Governor of West Java Bey Triadi Machmudin hopes that the presence of Grha Merit can provide a reliable system and assessors to create a better ASN for West Java.

“With the presence of this building, our challenge is no longer only to improve the quality of human resources in West Java, but also how to improve the quality of service from the bureaucracy,” concluded Bey.
