Indonesia and Azerbaijan Strengthen Public Service Acceleration Cooperation

JAKARTA – Indonesia and Azerbaijan are continuing to strengthen cooperation in accelerating public services after working together since 2017 to adopt ASAN Xidmat, an integrated service center recognised by the United Nations (UN) as the best in the world, into a Public Service Mall (MPP) in Indonesia.

Administrative and Bureaucratic Reform (PANRB) Minister Abdullah Azwar Anas appreciated this further step. With the recognition of the UN given to ASAN Xidmat, Indonesia replicated this good practice by creating MPPs – which now number 207 units across the country.

“The cooperation between Indonesia and Azerbaijan has been going on for a long time and Indonesia has gained inspiration and good practices implemented with MPP. We continue to replicate and refine it with various needs and developments, including by implementing action plans to accelerate public services in the two countries,” he said when receiving a visit from Head of the Azerbaijan Public Service and Social Innovation Agency Ulvi Mehdiyev at the Ministry of PANRB Office, Monday (1/7).

Minister Anas said that cooperation with Azerbaijan was enhanced today through an action plan to accelerate public services in Indonesia and Azerbaijan.

The action plan consists of various workshops, knowledge sharing, and development of public service delivery that will be organized within two years.

“Through this action plan, Indonesia and Azerbaijan will see firsthand what each country has done to complement each other’s public services in accordance with the needs and developments in Indonesia and Azerbaijan,” he continued.

The signing of this action plan was carried out by Acting Deputy for Public Services of the Ministry of PANRB Akik Dwi Suharto Rudolfus and Director General of the Innovation Centre of the Azerbaijan Public Service and Social Innovation Agency Vusal Rustamov.

It was also overseen by Minister of PANRB Abdullah Azwar Anas and Head of the Azerbaijan Public Service and Social Innovation Agency Ulvi Mehdiyev.

Minister Anas also talked about digitalisation of public services. Indonesia, he said, is currently developing a Digital MPP to let people access services from the government easily.

In addition, the government is also currently integrating various services into the Public Service Portal.

“We also appreciate the breakthroughs that Azerbaijan continues to develop, including digital services and mobile service buses to create an integrated public service ecosystem,” said Minister Anas.

On the occasion, Head of Azerbaijan’s Public Service and Social Innovation Agency Ulvi Mehdiyev appreciated Indonesia for replicating ASAN Xidmat into an MPP.

He said that the cooperation between Azerbaijan and Indonesia in the field of public services has been productive.

With this action plan, he said, Indonesia and Azerbaijan can exchange knowledge, stories, and experiences related to public services.

“During our short visit to Indonesia, we want to continue developing cooperation and innovation in public services, including developing service centers towards digital. We will collaborate on digitalisation of public services, including providing digital solutions,” Ulvi concluded.

The visit of the Azerbaijani delegation is not only focused on the Ministerial Meeting with the Minister of PANRB. The Ministry will accompany the delegation to meet the Vice President Ma’ruf Amin, visit Jakarta Smart City and MPP of DKI Jakarta Province, and attend a knowledge sharing forum.
