Became a Speaker for The ADB Tax Workshop, Firman Pagarra Explained PAKINTA at The International Forum

JAPAN – Head of the Makassar City Regional Revenue Agency Firman Hamid Pagarra on Tuesday (5/9) became a speaker at the “Regional Workshop on Strengthening Property Tax Management to Enhance Local Revenue” which was held in Takaoka, Japan.

Organized by the Asian Development Bank (ADB), this training workshop invited 23 participants from 10 countries, namely Armenia, Cambodia, Indonesia, Kyrgyz Republic, Laos, Nepal, Philippines, China, Sri Lanka, and Thailand. 

From Indonesia, there were two other participants accompanying Firman. They are Hendriwan Imron as Director of Revenue for the Ministry of Home Affairs and Mirni Sumiyati as Tax Analyst for the Directorate of Revenue for the Director General of Regional Finance.

Several other international speakers were also present, including Stephane Gil (Senior International Property Tax Consultant, ADB), Paul Bidanset (International Property Tax Management Consultant-IT System ADB), Krishna Pathak (Senior Public Management Officer, ADB), Sirinun Maikong, (Economist, Tax Policy Bureau, Fiscal Policy Office, Ministry of Finance, Thailand), and Roy Kelly, (Professor Emeritus of the Practice of Public Policy, Sanford School of Public Policy, Duke University).

The former Head of the DPM-PTSP Office explained about the increase in Makassar City’s own-source revenue (PAD) which was supported by the PAKINTA (Integrated and Digitized Tax) application and also the mapping of the Building Land Tax (PBB-P2) block map.

“Since the building of PAKINTA, there has been an increase in PBB payments from a range of IDR 180 billion in 2021 to IDR 213 billion in 2022,” said Firman.

“The same goes for GIS-based PBB block mapping in two areas, Manggala and Tamalate Districts. There has been an increase, from a total of 98,428 Tax Object Numbers in 2021 to 108,192 Tax Object Numbers in 2022,” he added.

Furthermore, the former Australian Masters graduate explained how Public Engagement in terms of mapping the PBB block map involved the role of Community Leaders, RT, RW to find out the details of the NOP location points of taxpayers. 

“With the existence of these two systems, PAKINTA and PBB Block Map Mapping, the condition of Makassar City’s PAD will be IDR 1.3 trillion from the previous year and will lead to IDR 2 trillion PAD according to what is stated in the vision and mission of Makassar City,” said Firman.

The training event was opened by the Mayor of Takaoka Yuki Kakuda and was also attended by Senior Consultants from PASCO and JICA (Japan International Cooperation Agency).

The workshop will take place from 4 to 8 September 2023 in 2 cities in Japan, namely Takaoka and Tokyo.
