JAKARTA – The first public test of the Draft Government Regulation (RPP) on State Civil Apparatus (ASN) Management was held in Jakarta on Friday (21/6).
In this public test, representatives from ministries, agencies, local governments, as well as associations of provincial, district, and city governments throughout Indonesia provided suggestions and input related to the substance in the draft.
“The public test conducted today is a medium to obtain input from government agencies so that the ASN Management RPP can answer the problems that have been in the field,” said the Administrative and Bureaucratic Reform (PANRB) Minister Abdullah Azwar Anas.
He revealed that the drafting of the ASN Management RPP also gathered views from academics from various universities, the National Independent Team for Bureaucratic Reform (TIRBN), and the National Bureaucratic Reform Steering Committee.
On the occasion, Acting Deputy for Apparatus Human Resources of the PANRB Ministry Abdul Hakim said the public test was conducted to obtain input and responses from various stakeholders in order to enrich perspectives related to the substance regulated in the government regulation.
It was done in order for the resulting regulation to be more implementative, comprehensive, and can answer problems in the field.
Hakim explained that the ASN Management RPP consists of 21 chapters and 312 articles. The scope of ASN Management regulated in this RPP consists of needs planning, procurement, strengthening work culture and institutional image, performance management, talent and career development, competency development, dismissal, and discipline enforcement.
The policy direction that is being developed in the implementation of ASN Management is implemented based on a merit system with the strengthening of talent mobility and is carried out through the ASN Management digital platform.
“The essence of this regulation is to ensure that our bureaucratic organization with ASN as the driving force, can work agile, adaptive, and dare to transform,” he explained.
In line with Hakim, Acting Head of the State Administration Agency (LAN) Muhammad Taufiq said the public test was held to determine the extent to which the regulation was able to deliver transformational ideas from ASN management.
“Of course, the transformation has a focus on how to build a more professional, inclusive, and competitive ASN,” he said.
He also said that the spirit of transformation in the ASN Management RPP is how to solve various problems that occur today. One of them is the gap between central and regional agencies related to ASN management.
In addition, the presence of the ASN Management RPP is to accelerate the arrangement of non-ASN personnel while still paying attention to efficiency and professionalism.
This ASN Management RPP is also expected to answer the challenges of competency development and ASN career certainty.
“And no less important is how to answer the challenges of ASN management in the digital era. This draft is expected to create and encourage a learning culture within ASN,” concluded Taufiq.
