THE EDITOR – The Ministry of Home Affairs through its Directorate General of Village Governance (Bina Pemdes) will conduct online training for 80,000 village officials. This training will start simultaneously throughout Indonesia through a specialised application, Pamong Desa Learning Management System (LSM).
Director of Village Government Capacity Development, Village Development Data and Evaluation of the Directorate General of Bina Pemdes of the Ministry of Home Affairs Mohammad Noval said that the training participants will receive two thematic materials. The materials include village development planning and village financial management.
Village development planning material will be given to the section head (KAUR) of planning affairs and Community Empowerment Organisation (LPM), while the village financial management material will go to the KAUR of Finance and Planning. The participants are two representatives from each village.
The two thematic materials are crucial issues for village government and needed for the village development. Financial materials are needed for resolving issues with village funds, Village Budget (APBDes), and reducing the potential for budget misuse. On the other hand, planning materials are needed for collecting development proposals that are in accordance with the needs and potential of the village community.
“The learning session will be conducted in the morning, afternoon, or evening. It is in order to make sure the quota and server are well maintained,” Noval said in a press release from the Directorate General of Village Development, Friday (29/11/2024).
According to him, village officials are very enthusiastic about participating in this virtual training model since they can learn from anywhere and at any time. This enthusiasm is evidenced by the number of registrants, which reached 164,790 participants – while the participant quota is only for 80,000 people.
“Given the high enthusiasm of village officials, those who are not the target of this training can follow the learning session asynchronously,” he said.
Capacity building for village officials is part of the Strengthening Village Governance and Development Programme (P3PD). There are five ministries mandated to run this programme, namely the Ministry of Villages and Development of Disadvantaged Regions, the Ministry of Home Affairs, the Coordinating Ministry for Human Development and Cultural Affairs, the Ministry of Finances, and the Ministry of National Development Planning. The target of this programme is to achieve quality village spending that is based on the needs and potential of the village community.
