THE EDITOR – Kutuh became the first village in Indonesia to implement a non-cash transaction system for Link Village Financial System (Siskeudes) integration services. This achievement was obtained after the village apparatus actively participated in the Village Government and Development Strengthening Programme (P3PD) training.
To find out more about the journey of this village in South Kuta District, The Editor specially interviewed Kutuh Village Head I Wayan Mudana. He won second place in the Regional II Village Competition in Sanur, Bali, for his achievements in transforming the non-cash transaction system.
The Editor: What do you remember most and successfully apply from the P3PD training that you attended in 2023?
I Wayan Mudana: Our apparatus is able to create Accountability Letters (SPJ) and Payment Request Letters (SPP). So, there’s no need to bother the treasurer anymore. Both of them can be checked directly. The development made Kutuh Village become the first village in Indonesia to implement Siskeudes Link. We are already 100 per cent non-cash.
The Editor: So, the Siskeudes Link non-cash system was implemented immediately after the P3PD training?
I Wayan Mudana: Yes, it was. We had known it before. But our understanding got more optimal after attending the training.
The Editor: What did you learn, which can be put into practice immediately, after participating in the P3PD training?
I Wayan Mudana: We implement the knowledge gained from P3PD in our own governance.
The Editor: Kutuh Village itself is already developed, right?
I Wayan Mudana: Yes, we are. But the training helps village apparatus to have more knowledge, including regulations related to LKD (Village Community Organisation), Perdes (Village Regulation). Everything is taught. We used to think that village apparatus can’t ask for money to manage the village. But, through the training, we were told that we can, as long as there’s a regulation. They asked us to make the regulation. We reviewed the regulation and tried to adopt it from Gianyar. The speakers are also from Gianyar.
The Editor: So it was the P3PD training that encouraged you to make the Village Regulation?
I Wayan Mudana: Yes, it is,
The Editor: What kind of levy that you will ask?
I Wayan Mudana: Parking, investors – those are the only two. We have just made the draft. The target is to become the Village Regulation by 2025.
The Editor: Where did you learn about it?
I Wayan Mudana: From the apparatus of Gianyar, when we attended The P3PD training.
The Editor: Why did you choose to implement the Village Regulation Law?
I Wayan Mudana: Because we only know a little. We only analyze it in a simple way. We even thought that levies were not allowed, and it turns out that they are allowed through the Village Regulation. As long as it is a regulatory decision, it is allowed.
