P3PD Training Encourages Kutuh Village Head to Be More Creative, Create Village Regulation for Parking and Investor Fees. Check out the story!

THE EDITOR – Training in the Village Governance and Development Strengthening Programme (P3PD) gave the Head of Kutuh Village I Wayan Mudana the courage to propose a new Village Regulation to attract levies for investors and tourism players in his famously beautiful area.

The natural wealth of Kutuh Village that attracts many foreign and local tourists is well known throughout the world. Among them are Pandawa Beach, Kutuh Village Waterfall, Gunung Payung Beach, Timbis Paragliding, Bukit Pandawa Golf and Country Club, Kongkongan Beach, Gunung Payung Cultural Park, and many more.

“We used to think that the village government does not collect anything. However, in the P3PD training, we were asked to immediately make Village Regulations which also regulate the levies,” he said to The Editor.

I Wayan said that the first time he learnt about the Village Regulation on Levies was during the P3PD training at the Hilton Hotel in 2023. 

There, he heard about the procedures for collecting levies in the village through official rules that are recognised by all community leaders. Village officials who came from Gianyar, Bali, were The speakers at that time.

Previously, I Wayan had only seen Village Levies in a simple way.

He admits that he is now quite relieved as the P3PD training makes him able to understand the rules of Village Levies that do not conflict with the law.

“We studied the regulations trying to adopt from Gianyar. The resource person at that time was from Gianyar,” he explained.

“Because we only know a little. We only analyze it in a simple way. We even thought that levies were not allowed, and it turns out that they are allowed through the Village Regulation. As long as the decision is in accordance with the regulations and approved by local leaders, it is allowed. We just found out,” he explained happily.

From the P3PD meeting in 2023, I Wayan was more intense in attending meetings on a local and national scale with Gianyar village officials. This is done so that the Village Regulation on Levy can be issued and implemented in 2025.

From this Village Regulation, he hopes that Kutuh Village officials can collect fees from investors and official parking.

“Parking, investors. Those are the only two. The draft is still being designed. The target is that by 2025 this can become a regulation,” he said proudly.

The P3PD training was organized by the Directorate General of Village Administration (Pemdes) of the Ministry of Home Affairs in collaboration with various institutions such as the Ministry of Villages, Development of Disadvantaged Regions and Transmigration (Kemendesa PDTT), the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK) and the Ministry of National Development Planning/National Development Planning Agency (KemenPPN/Bappenas).
