ASN Transfer to IKN Finalized, Ministry of PANRB Has Three Schemes

JAKARTA – The government continues to finalize the scheme for moving the state civil apparatus (ASN) to Ibu Kota Nusantara (IKN).

Administrative and Bureaucratic Reform (PANRB) Minister Abdullah Azwar Anas is optimistic that the transfer of ASN to IKN will also realize the transformation of a new work culture that is agile and adaptive to technology.

“Alhamdulillah, the schemes continue to be detailed. So far, it has gone well with several schemes prepared. Earlier, at the meeting, the President gave detailed directions so that the bureaucratic performance at IKN in the future can be optimized with a new culture and work paradigm that is transformative, agile, and adaptive, not just physical displacement,” he said after the meeting at the Merdeka Palace, Jakarta, Monday (1/7).

Anas explained, to support government performance in IKN, the allocation of ASN human resources to IKN is carried out in three ways. First, the transfer of ASN to the new Indonesian capital is carried out in stages according to institutional screening and housing availability.

“Institutional screening is important, as stated by the President earlier, because it will guarantee the creation of government effectiveness and efficiency. Earlier we conveyed priorities in the options of 179 echelon I units in 38 M/A, 91 echelon I units in 29 M/A, and several more options,” he said.

“ASNs who will move first will receive a pioneer allowance, the amount of which we are finalizing with the Minister of Finance,” added the former head of the Public Procurement Policy Agency (LKPP).

The second way, Anas continued, is a special formation for CPNS recruitment for placement in IKN. The CPNS recruitment will be announced publicly in the near future. In the first stage, based on the details of the formation with the State Personnel Agency (BKN), there are 40,021 CPNS formations in Central Agencies allocated for placement in IKN.

“So the new recruits will become central agency employees who are placed in work units located in IKN. For example, the Ministry of Health this year recruits many CPNS, and the Minister of Health has allocated some for IKN. In addition to placement in the Ministry of Health’s work units in various regions, the IKN allocation has also been calculated specifically,” he said.

In particular, Anas continued, of the 40,021 CPNS formations for the IKN placement, the government will provide 5 per cent affirmation for the best youths of East Kalimantan.

“This is an opportunity for the children of East Kalimantan to get involved and dedicate their best abilities to the nation, one of which is through IKN,” he said.

Anas added that the third way is by transferring employees from local governments around IKN.

“Those who have become ASN in the regional governments around IKN can also apply to move if there are formations needed at IKN. Of course, this mutation still takes into account the effectiveness of performance in all regional governments around IKN,” he said.

The transfer of ASN employees around the IKN, Anas explained, was carried out openly and competitively.

“ASN employee vacancies at OIKN and M/A in IKN are announced openly. The employment status of applicants who pass will switch to OIKN or M/A employees at IKN,” he said.

Anas also conveyed the progress of the number of ASNs who will move to IKN, which is based on the availability of housing.

Based on the results of coordination with the Ministry of PUPR and the Ministry of PPN/Bappenas, there are 47 towers that will be completed by November 2024.

“Of the 47 towers, 29 towers will be filled with ASN, some others will be filled with TNI/Polri,” he explained.

He explained in detail the progress of the availability of 29 towers that will be occupied by ASN. In July 2024 there will be 8 towers with a total of 48 units, and in September 2024 there will be 14 towers totalling 840 units. In November 2024 there will be 7 towers with a total of 420 units.

JPT Madya (echelon I) will be given 1 unit. For ASNs who are not married, 1 unit consisting of 3 rooms will be filled by 3 ASNs.

“We have made a more detailed scenario including who will move by name. We have the data of who, from every ministry, will move in accordance with the availability of housing. For example, in September 2024, the Ministry of Communication and Culture will have 43 residential units, in November 2024 there will be 17 residential units, making a total of 60 residential units. Then the Ministry of Home Affairs will have 70 residential units in September and 28 residential units in November and so on,” he said.

Anas said the government has also made a scenario related to the work system and workplace for ASN which has also been discussed with the Minister of PUPR.

“For example, there are 4 Kemenko buildings. How many ministers, how many echelon I will have offices, the data has been submitted,” he concluded.
