Inviting Central and Local Governments to RBXperience, Minister of Administrative and Bureaucratic Reform: Bureaucratic Reform Must Be Digitalised

BADUNG – The Ministry of Administrative and Bureaucratic Reform brought together 639 government agencies, from the center to the regions, to exchange ideas and best practices on bureaucratic reform (BR).

“This event, which we named “RBXperience”, is not just a ceremony, but one of the strategies to ground impactful bureaucratic reforms,” said Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas at the opening of RBXperience in Nusa Dua, Badung Regency, Bali, Tuesday (5/12).

“We invite agencies with good BR with real impact on society. That way, everyone can explore the best practices to be applied in their respective regions,” he continued.

Anas explained that bureaucratic reform must be carried out by carrying out a double track mechanism, namely general BR and thematic BR.

General BR is based on strengthening clean and accountable governance.

Meanwhile, thematic BR focuses on the impact felt by the community on four themes, namely poverty reduction, increased investment, digitalisation, and information control as well as strengthening domestic product spending.

“All of this is based on digitalisation as an enabler, as a driver of bureaucracy. Why? Digitalisation is the only way we can work faster, more effectively, more efficiently, and with more optimal impact,” said the former head of the National Public Procurement Agency (LKPP).

“With digital transformation, all government services and programmes can increasingly benefit the community,” he added.

Anas added that the Ministry of Administrative and Bureaucratic Reform in this case is promoting thematic BR to help government agencies focus on the core problems of society.

“Bureaucracy must be focused. We cannot do everything, all at once. The Ministry of Administrative and Bureaucratic Reform helps build the guide focusing on Thematic BR. Of course, it can be contextualized to each region, for example poverty can be reduced through tourism, downstream agriculture, manufacturing industry, and so on according to the character of the region,” he explained.

“In grounding thematic BR, we must map out who does what. So that indicators, targets, and impacts can be clearly seen,” he said.

Anas said, RBXperience is one of the efforts and commitments to encourage impactful BR, embrace all stakeholders, remove barriers between government agencies, and facilitate mutual learning.

Deputy for Bureaucratic Reform, Apparatus Accountability, and Supervision of the Ministry of Administrative and Bureaucratic Reform Erwan Agus Purwanto explained that the value of BR continues to increase every year.

However, the evaluation results also show that there are still 67.71 percent of government agencies, especially district/city governments, that have not implemented the bureaucratic reform policy properly and sustainably, requiring intensive assistance.

“On this basis, the Ministry of Administrative and Bureaucratic Reform initiated the RBXperience activity as a forum for exchanging information, innovations, strategies, and best ideas from best practice regional governments, experts, and academics, as well as various ministries and institutions that are actively involved in various governance policies,” he explained.

The series of RBXperience activities consisted of peer teaching, coaching clinic, as well as appreciation and submission of BR evaluation results, SAKIP, and Integrity Zone 2023.

More than 1,500 participants will attend the talk show and more than 1,000 participants will attend the coaching clinic.

The participants came from 639 government agencies at the level of ministries, institutions, and local governments including 15 best practice government agencies of Thematic and General RB.

“RBXperience is also able to integrate BR assistance by 20 K/L in one location,” said Erwan.
