JAKARTA – Administrative and Bureaucratic Reform (PANRB) Ministry organized a sharing session on Best Practice of Integrated Public Service Policy. The event was also part of the State Agency for Public Service and Social Innovation (SAPSSI) of the Republic of Azerbaijan’s visit to Indonesia.
On the occasion, Head of Azerbaijan’s Public Service and Social Innovation Agency Ulvi Mehdiyev said that his agency is very open to various collaborations, especially from regional governments in Indonesia, to improve the quality of public services.
“We are committed to continue collaborating with the Ministry of PANRB. We also hope to support all provinces in Indonesia in implementing Public Service Malls (MPP) such as Xidmat’s Azerbaijani Service and Assessment Network (ASAN) in their regions,” he explained in a sharing session attended by representatives of local governments in Indonesia, in Jakarta, Tuesday (7/2).
He also explained how ASAN, which means “easy” as an integrated service, is implemented in Azerbaijan.
“We provide more than 400 services with the principles of transparency, integration, and without bureaucracy, that’s why we named it easy,” he said.
ASAN Xidmat ranked first in public services and received an award for innovation in modern technology applications from the United Nations (UN) in 2015. It was also awarded as the best public service center in 2023.
These achievements not only underline the effectiveness of service delivery, but also demonstrate Azerbaijan’s commitment to it.
Thus, Azerbaijan can become one of the countries that can provide the best learning in the field of public services.
On the same occasion, Acting Deputy for Public Services of the Ministry of PANRB Akik Dwi Suharto Rudolfus said that the purpose of this sharing session is to broaden the knowledge of best practices in public service delivery between Indonesia and Azerbaijan.
“The Ministry of PANRB organized this event to bring inspiration, knowledge, and learning from ASAN Xidmat which has been a role model for Indonesia in terms of integrated services,” he explained.
There are 207 physical MPPs that have been inaugurated throughout Indonesia. In addition to the physical MPP, the Ministry of PANRB continues to accelerate the convenience of the public in obtaining public services, one of which is by building a Digital MPP.
Services that can be accessed in the MPP Digital are health worker licensing services in collaboration with the Ministry of Health through the integration of the Health Human Resources Information System (SISDMK) and Population Administration Services. To date, there are 60 MPP Digital loci spread throughout Indonesia.
Akik expressed his gratitude to Ulvi and his staff for their presence and sharing their experiences and knowledge with the participants.
“We hope that all the knowledge and innovations possessed by ASAN integrated public services can be shared with all of us,” he concluded.
Sharing Session Best Practice Integrated Public Service Policy presented three speakers as representatives of international, national, and regional government sources.
They were Director General for International Affairs of Azerbaijan Mahammadali Khudaverdiyev, Assistant Deputy for Digital Transformation of Public Services of the Ministry of PANRB Yanuar Ahmad, and General Administration Assistant of Banyuwangi Regency Government Choiril Ustadi.
