JAKARTA – Indonesian Regional Representative Council (DPD RI) held the 4th Extraordinary Plenary Session, with the agenda of submitting the Examination Report (ER) on the Central Government Financial Statements (CGFS) Year 2023 and Overview of Semester Inspection Results (OSIR) II and ER Year 2023 from the Audit Board of Indonesia (BPK RI).
When delivering the report consisting of one Financial ER, 288 Performance ER, and 362 ER With Specific Purpose (WSP), Chairman of BPK RI Isma Yatun explained that for the results of the examination in the 2020–2023 RPJMN period, the follow-up that had been in accordance with the recommendations had only reached 52.9%, of which the follow-up by local governments and BUMD had only reached 53.7%.
“From the follow-up to these recommendations, BPK has saved the state’s money and assets in the form of delivery of assets and/or depositing money into the state/regional/company treasury for the results of the 2005 to 2023 examination amounting to IDR 136.88 trillion, including by regional governments and BUMDs amounting to IDR 29.20 trillion,” she said in a session chaired by Chairman of DPD RI AA LaNyalla Mahmud Mattalitti and Vice Chairman of DPD RI Nono Sampono in Nusantara V, Parliament Complex, Wednesday (5/6).
As for the results of the examination of the 2020–2023 RPJMN, she continued, saving state money and assets in the form of surrendering assets and or depositing money into the state/regional/company treasury amounted to IDR 21.87 trillion.
“Among them are local governments and BUMDs amounting to IDR 6.62 trillion,” she added.
Based on the report submitted by BPK RI, Nono Sampono explained that in OSIR II Year 2023, there was an increase in the number and value of findings in the examination results of regional governments and BUMD.
For OSIR II in 2022, there were 1,818 findings worth IDR 750.21 billion which increased to 3,266 findings worth IDR 1.27 trillion in OSIR II in 2023.
“The number of non-compliance problems in the results of the examination of regional governments and BUMDs has also increased, from 1,252 problems with a value of IDR 710.78 billion in IHPS II in 2022, to 2,292 problems worth IDR 1.17 trillion,” he said.
He also explained that the BPK RI’s Follow-up Monitoring of Audit Recommendations (FMAR) had submitted 120,096 recommendations on the results of the 2020–2023 audit. This number increased from the 2020–2022 period which totalled 83,156 recommendations.
“However, the BPK recommendations on the results of the examination that have been followed up by the entity with the delivery of assets or depositing money into the state or regional treasury in the 2020–2023 period are actually less, namely IDR 6.62 trillion compared to the 2020–2022 period with a total of IDR 9.59 trillion,” said the senator from Maluku.
This state financial audit report by BPK RI will be used as a material for DPD RI in carrying out the supervisory function.
In carrying out this function, DPD RI asks for serious attention from the central government and regional governments to comply with laws and regulations so as not to cause losses to the state.
“We also ask all members and DPD RI Organs to make it an important record in carrying out constitutional duties. It is hoped that it can be a material in synergy with the regional government, especially in following up the BPK RI recommendations, for the improvement and realization of transparent and accountable financial governance,” said Nono.
For the ER CGFS report in 2023 and OSIR in 2023 from BPK RI, the Chairman of DPD RI also assigned Committee IV DPD RI to follow up the results of the BPK RI examination.
“Related to the results of the BPK RI examination which indicated state losses according to the review of Committee IV DPD RI, the Chairman of DPD RI forwarded it to the Public Accountability Committee (BAP) to conduct discussions, reviews, and follow-up,” Nono explained.
On the same occasion, Vice Chairwoman of Committee IV of DPD RI Elviana said that the increase in findings on the BPK RI audit entity, especially the regional government, was due to an increase in the number of BPK auditors.
This is known through a working visit conducted by Committee IV of DPD RI to several provinces.
“The more the number of auditors, the more is found. We will follow up with BAP DPD RI with the next consultation with BPK RI on behalf of Committee IV DPD RI,” she said.
Meanwhile, Vice Chairwoman of Committee IV DPD RI Novita Anakotta appreciated the performance of BPK RI.
According to her, BPK RI has saved state money, where in the report submitted there is an increase in the amount of state money that can be saved.
With Committee IV, she will also coordinate with the relevant regional governments in terms of follow-up recommendations from BPK RI.
“We, from Committee IV, which has the main tasks and functions to follow up on what was submitted by BPK, will go to the provinces that we represent, to encourage regional governments to follow up on what was recommended by BPK RI,” she said.
