Visiting BKN, Minister of PANRB Ensures Integrated Merit System Implementation Monitoring Service Runs Optimally

JAKARTA – The Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas ensures that the transition of oversight of the ASN merit system implementation continues smoothly following the transfer of duties and functions from the State Civil Apparatus Commission (KASN).

The transfer of duties and functions of KASN is currently being carried out by the Ministry of PANRB and National Service Agency (BKN).

“I visited the BKN office today. It is one of the destinations of the KASN staff who were transferred. In my opinion, the current office is more representative. It will help the implementation of the merit system supervision to be integrated and run well. In addition, the tasks and functions related to KASN will be technically carried out at BKN,” he said when inspecting the complaint service for monitoring the implementation of the merit system at the BKN office in Jakarta, Tuesday (24/9).

The transfer of the implementation of merit system supervision in ASN management has been regulated in the Circular Letter of the Minister of PANRB No. 4/2024.

In this case, the PANRB Ministry and BKN share roles in carrying out the main tasks and functions of the previous KASN.

The Ministry of PANRB will establish policies to supervise the implementation of the merit system. Meanwhile, the BKN will supervise the implementation of the merit system, which includes: supervising the implementation of the Basic Norms, Code of Ethics and Code of Conduct of the ASN; supervising the implementation of the merit system in the policy and management of the ASN in government institutions; maintaining the neutrality of the ASN staff; and supervising the professional development of the ASN.

“With the merger, in this case, the transfer of KASN functions to BKN, we hope that the speed of services received by the community and all ASNs will increase. Reporting is no longer complicated, taking care of complaints related to the implementation of the merit system is no longer complicated either as it all will be integrated. The service for the community is our priority,” he added.

Acting Head of BKN Haryomo Dwi Putranto said BKN had prepared everything needed by the transferred KASN employees. From 1 October 2024, all KASN employees will become BKN employees.

“All the tasks of the KASN automatically become the tasks of the BKN. In the future, we will continue to improve the evaluation of the implementation of the merit system evaluation to make it more effective and efficient,” he explained.

The Ministry of PANRB and BKN are conducting orientation sessions for KASN staff who have been transferred.

A total of 51 KASN staff have joined the Ministry of PANRB and 82 staff have joined the BKN. They are currently undergoing orientation in both institutions.

The deputy chairman of KASN, Tasdik Kinanto, was also present to witness the process of transferring workers from KASN to BKN.

He ensured that the process was carried out well and in accordance with existing regulations, and that it did not harm the transferred staff or disrupt the implementation of the BKN’s performance monitoring system.

“Alhamdulillah, the transfer process went smoothly and the Minister’s direction that the process of transferring KASN’s functional duties to BKN, especially those related to complaints about ASN neutrality, JPT selection and the merit system, will certainly be faster and the process will be more transparent because it will be supported by a better information system,” he concluded.
