JAKARTA – The Director General (Dirjen) of Village Government Development (Bina Pemdes) of the Ministry of Home Affairs Eko Prasetyanto Purnomo Putro said that the Village Governance Strengthening and Developing Program (P3PD) helps officials to improve the quality of village spending.
And improving the quality of village spending will eventually be able to contribute to poverty reduction and rural development.
That was stated by Eko in Supporting Meeting of the Central Project Management Unit (CPMU) and Project Implementing Unit (PIU) in the context of Compiling Guidelines for Accountability and Financial Reporting for the Village Governance Strengthening and Developing Program (P3PD) for the 2023 Fiscal Year a while ago
According to Eko, better quality spending is spending that meets the needs of the community and is able to increase the quantity and quality of health, education, and income which in turn is able to provide welfare.
He also explained that the implementation of P3PD involved four ministries, consisting of the Ministry of Home Affairs as the CPMU, the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration, Coordinating Ministry for Human Development and Cultural Affairs, and the Ministry of National Development Planning/National Development Planning Agency as the CPIU (Central Project Implementation Unit).
Any P3PD financing that uses an IBRD 8941-ID loan must be budgeted through the Indonesian Government’s budgeting mechanism and included in the state budget.
The budget must also be accounted for in accordance with the regulations of the Minister of Finance and in accordance with the loan agreement signed by the Government of Indonesia and the World Bank.
For this reason, it is necessary to make detailed and systematic guidelines on accountability and financial reports to become a reference for each party involved in the preparation of financial reports.
“In order for the implementation of these activities to achieve maximum results and to ensure financial accountability, a guideline for the implementation and accountability of activities is needed as a regional reference in carrying out these activities,” said Eko. (ADVERTORIAL)
