Leads INA Digital Work Progress Meeting, Minister Anas Emphasizes Performance Acceleration

JAKARTA – Administrative and Bureaucratic Reform (PANRB) Minister Abdullah Azwar Anas chaired a meeting with the INA Digital team at the Ministry of PANRB Office, Friday (21/06). The meeting discussed efforts to accelerate post-launch INA Digital targets.

Minister Anas emphasized that accelerated performance and progress reporting are needed to achieve these targets.

“We need acceleration. In order to do that, we need data updating,” he said.

The report is expected to reflect the percentage of progress and constraints from each ministry. Thus, appropriate solutions can be determined across sectors.

Regarding the development of service integration, Minister Anas highlighted the issue of user data security.

He emphasized that the INA Digital team needs to conduct an in-depth study of digital security in each ministry/agency that handles priority services.

“How many layers of data security are prepared? We will see the business process and mitigation of each institution,” he explained.

Minister Anas then mentioned the importance of a good narrative on GovTech to be communicated to the public, particularly the narrative on the progress of service integration.

“We need collaboration to introduce GovTech to important users,” he concluded.

Priority services will be integrated gradually through several phases. These services include education, health, social assistance, digital payments, digital identity, online driving licenses, crowd permits, and state apparatus services.

So far, Anas continued, when citizenz need service A, they have to download the agency A application and fill in the data in the application.

Then when citizens need service B, they have to download application B and fill in the data again.

The process is repetitive. Even though there are thousands of services with thousands of applications. What happens is that instead of making things easier, technology makes it harder for citizens.

“As directed by the President, the process should no longer be complicated even though it uses technology. This is where the importance of service interoperability, which requires data exchange. INA Digital is tasked with integrating these services,” he said.

“For the first time in history, as directed by the President, Indonesia is preparing to realize a new history, where digital services will be integrated, no longer agency-based or government centric, but based on the needs of the people or citizen centric. Such as civil registration issues, job search support, medical treatment services, change of address, access to social assistance, and many more,” Anas added.

INA Digital is the name of GovTech that has been inaugurated by President Jokowi.

It is tasked with coordinating the integration of government digital services that have been separated in thousands of applications belonging to ministries/agencies and regional governments.

The integration and interoperability of digital services has become a pattern in a number of developed countries. It makes the access to various government services easy for the citizens.
