JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas presented the public service awards for the results of performance evaluation of public service delivery within ministries/institutions, promotion of vulnerable group-friendly public services at ministries/institutions level, and Monitoring Sustainability and Replication of Public Service Innovations (PKRI).
For these achievements, Minister Anas hopes that services can have more impact on the community.
“The development trend of the national Public Service Index (PSI) is relatively increasing. Hopefully, we can meet the expectations of the people and the targets delivered by the President in the near future. Starting from budget efficiency, and others,” he said at the Gebyar Pelayanan Prima held in Jakarta, Tuesday (8/10).
Appreciation was conveyed by Minister Anas to the award recipients. The awardees consisted of 10 Vulnerable Group Friendly Public Service Development Awardees, 21 Public Service Performance Monitoring and Evaluation Awardees, and 75 Public Service Innovation Sustainability and Replication Monitoring Awardees.
“I pay tribute to the ministers, heads of institutions and regional leaders who have shown real commitment and consistency in delivering public services,” he said.
One of the efforts made by the Ministry of PANRB to maintain and improve the quality of public services is the monitoring and evaluation of the performance of public service providers (PEKPPP).
From the results of this evaluation, the SPI for 2024 within ministries and institutions showed a positive trend. From the previous year’s score of 4.07 (very good category) to 4.39 (very good category).
The basis for the implementation of the PEKPPP refers to the Minister of PANRB Regulation No. 4/2023 on Amendments to the Minister of PANRB Regulation No. 29/2022 on PEKPPP and the Minister of PANRB Guideline No. 5/2023 on PEKPPP Mechanisms and Instruments. The PEKPPP assessment covers six aspects, namely service policy, professionalism of human resources, facilities and infrastructure, consultation and complaints, public service information systems and public service innovation.
One to note, the 2024 evaluation was conducted on 634 government institutions, consisting of central government and local governments. Of these, 21 ministries/agencies were awarded in this Public Service Gebyar activity.
In order to ensure fair and equitable public services, the Ministry of PANRB has also conducted monitoring and evaluation of the implementation of public services that include vulnerable people.
In 2024, an evaluation of 87 government agencies was conducted, consisting of 250 proposed UPPs. The evaluation process identified 10 recipients of the Vulnerable Group Friendly Public Service Development Award.
Minister Anas advised public service providers to discharge their duties in serving the community with full responsibility.
“Public service is not just an administrative task, but also a manifestation of the noble values of good governance, namely transparency, accountability and justice,” he said.
In addition, as a form of comprehensive evaluation of the development of public service innovations resulting from the Public Service Innovation Competition (KIPP), the Ministry of PANRB organized the 2024 Monitoring of Sustainability and Replication of Public Service Innovations (PKRI).
On this occasion, government institutions that have well promoted innovation and are able to maintain the sustainability of innovation and replicate public service innovations were recognised.
There are three group categories in the PKRI assessment, namely the innovation development group, the innovation sustainability group, and the innovation replication group. There are 631 government institutions and 979 innovations that have been designated as the locus and object of PKRI 2024. These innovations come from KIPP’s Top Innovations from 2014 to 2023, as well as innovations replicated from KIPP’s Top Innovations.
Innovation is seen as playing an important role in bureaucratic reform. For this reason, it is hoped that what has been achieved can be continued and not stopped at one point.
“The most important thing is to institutionalize innovation. Many good innovations of previous people are not continued because they want to make new innovations. Even though the previous leader had done good innovations, they were not institutionalized, they were not continued,” he concluded.
