JAKARTA – Tata kelola air melalui praktik-praktik kearifan lokal yang dilakukan di banyak daerah di Indonesia memberikan optimisme bahwa keputusan nyata akan diambil pemimpin dunia di World Water Forum ke-10 pada 18–25 April 2024 di Bali.
Demikian dikatakan Staf Ahli Menteri Pekerjaan Umum dan Perumahan Rakyat (PUPR) Bidang Teknologi, Industri, dan Lingkungan sekaligus Wakil Ketua I Sekretariat Nasional Penyelenggara 10th World Water Forum, Endra S. Atmawidjaja di Jakarta, Rabu (24/4).
Para pemimpin dunia, kata Endra, dapat mengulik banyak hal menarik dari Indonesia, khususnya terkait dengan cara menyelesaikan masalah tata kelola air.
“Keberhasilan Indonesia mendorong tata kelola air melalui pendekatan budaya lokal dapat menjadi pembelajaran bagi masyarakat global. Praktik baik yang melibatkan seluruh stakeholder ini membuktikan bahwa Indonesia mampu memimpin dunia dalam menghadapi krisis air,” ujarnya.
Misalnya, sistem subak di Bali yang sudah diakui oleh UNESCO dalam tata kelola irigasi melalui local wisdom. Atau Danau Bratan yang juga ada di Bali.
Kemudian, ada Taman Hutan Rakyat (tahura) yang memperlihatkan betapa pentingnya mangrove dalam mendukung pengelolaan air.
Ini semua dikatakan Endra menjadi contoh baik yang bisa langsung disaksikan oleh para pemimpin dan delegasi dunia.
Krisis air kini menjadi ancaman serius di banyak negara dan adanya perubahan iklim telah mengganggu siklus hidrologi.
Krisis air, kata Endra, menjadi permasalahan global yang harus diselesaikan oleh setiap negara, baik negara maju maupun negara berkembang.
Food and Agriculture Organization (FAO) memproyeksikan bahwa pada tahun 2050 mendatang, krisis air akibat perubahan iklim akan meningkatkan kerawanan pangan.
Lebih dari 500 juta petani skala kecil yang menghasilkan 80 persen sumber pangan dunia saat ini menjadi kelompok yang paling rentan.
Tak hanya itu, krisis air juga berpotensi menyebabkan konflik antarwilayah hingga antarnegara.
Sebut saja Iran dan Afghanistan, dua negara Asia di wilayah Timur Tengah ini tengah bergejolak akibat menyusutnya ketersediaan sumber air.
Konflik karena air di kedua negara tersebut bahkan terjadi sejak tahun 1950-an. Hal ini menunjukkan betapa berharganya air bagi kehidupan.
Oleh karena itu, kerja sama pengelolaan air sangat krusial, terutama di daerah perbatasan dan wilayah yang mengalami kelangkaan.
World Water Forum ke-10 diharapkan menjadi momentum untuk membangun kolaborasi antarnegara dalam mengatasi persoalan air.
Aksi kolaboratif dapat menyatukan modalitas dan meningkatkan kapasitas untuk menghadapi segala tantangan terkait air.
“Spirit World Water Forum di Bali adalah kolaborasi multisektor, multi-helix, multi-pihak, multi-nation, dan multi-bangsa-bangsa dalam rangka menghadapi dan mengatasi bersama persoalan krisis air dan krisis iklim global,” kata Endra.
Maka dari itu, Pemerintah Indonesia mendorong keterlibatan pemimpin negara, parlemen, menteri, pemimpin daerah, dan otoritas pengelola air (basin authorities) dalam World Water Forum nanti.
Kerja sama global sangat penting untuk memperkuat political-will untuk mengatasi masalah air.
Kesuksesan World Water Forum ke-10 tak hanya ditentukan dari kelancaran acara, melainkan juga dari komitmen jangka panjang setiap negara untuk isu-isu air.
Kesepakatan yang dihasilkan harus sejalan dengan kerja sama antara pemerintah, sektor swasta, masyarakat sipil, dan komunitas internasional.
Endra menegaskan, Indonesia siap untuk mengambil peran aktif dalam mengimplementasikan dan memantau kemajuan dari kesepakatan di dalam forum.
Sebagai tuan rumah World Water Forum ke-10, Indonesia berkesempatan untuk memimpin perubahan dengan mendorong pengelolaan sumber daya air yang berkelanjutan.
Indonesia akan memperkenalkan inisiatif dan inovasi yang telah dilakukan di bidang pengelolaan air.
Ini termasuk pemanfaatan teknologi untuk efisiensi air dalam berbagai sektor seperti pertanian, pertambangan, industri dan pengelolaan daerah aliran sungai, serta strategi adaptasi dan mitigasi terhadap bencana hidrometeorologi.
