After P3PD Training, The Head of Bujang Village Succes to Manage His Own Financial System

THE EDITOR – Ade Thermiara, Head of Bujang Village, Lut Tawar Sub-district, Central Aceh District, said he was very happy because he is now able managing the village financial system after attending the Strengthening Village Governance and Development Programme (P3PD) training in late 2023.

To The Editor, he said that, before, he could only submit village development programmes through the village financial system (Siskeudes) at the end of the year.

Not only that, before attending the P3PD training, he found that not all the programmes he submitted were approved. As a result, he was rarely able to use the Village Fund budget because his policies were not considered strong enough to be approved by the regional government.

“We have the money in the account, but we can’t use it,” he said.

Having been taught by the Directorate General of Village Development (Bina Pemdes) of the Ministry of Home Affairs through the P3PD training, he finally has the ability to formulate effective policies to use village funds properly.

And Ade is very enthusiastic. He wishes this kind of training to continue so that he can get more lessons, even if the training is only for a few days.

“I hope the P3PD training will continue because I still have a lot to learn,” he said.

One of the things he learnt was how to submit an online-based SPP (payment request letter), which village officials have to master.

He admitted that he used to fill in the SPP according to the programme he wanted to work on.

“We no longer frivolously submit SPPs with many titles. Now it’s few titles, effective withdrawal, and excellent reporting results,” he said.

He admitted that he often withdrew funds without making proper reports before attending the training. The report, which was always submitted at the end of the year, meant that many programmes were not implemented.

“Now (after the P3PD training) each of us submits at most 3 titles, whereas before it was more than 3 titles,” he said.

He also said that his staff are now quicker in filling out administrative requirements for the disbursement of village funds.

SUCCESSFULLY ORGANIZED VILLAGE ADMINISTRATION

Not only has Ade Thermiara been able to manage the village’s finances and administration, he is also proud of his ability to develop an administrative system that allows him to identify which residents in his area are eligible for BLT (Direct Cash Transfer).

In an interview with The Editor, Ade said that he gained this knowledge after participating in the Strengthening Village Governance and Development Programme (P3PD) training at the end of 2023.

Regarding food security, for example, Ade said that after participating in the P3PD training, he understood the difference between the poor and the very poor.

“This includes agriculture,” he said.

In the field of agriculture, he admitted that he has been focusing on encouraging residents to work in groups so that farmers can receive assistance evenly.

As a result, farmers receiving assistance will be filtered again because he managed to get new data from the P3PD training on the categories of residents who are entitled and who are not entitled to receive.

“Management in agricultural management starts from administration in the group, orientation of activities, to the financial value that can be created by each institution,” he explained.
