Learning the Bookkeeping System Through P3PD, Ade Thermiara Wins the 2024 Provincial Village Competition

THE EDITOR – Ade Thermiara, Head of Bujang Village, Lut Tawar Sub-district, Central Aceh District, brought home a trophy as a winner of the provincial Village Competition this year.

HOW DID ADE THERMIARA’S SUCCESS BEGIN?

The success stories of the Village Governance and Development Strengthening Programme (P3PD) training conducted by the Directorate General of Village Development (Bina Pemdes) continue to emerge.

This time, it comes from Aceh Province, which is located at the far end of the island of Sumatra.

Ade Thermiara, Head of Bujang Village, was appointed in 2019. However, he admits to experiencing many difficulties in the community service system and submitting work plans.

“Now my staff know more about what their respective jobs are,” he told The Editor during the 2024 Village Competition in Sanur, Bali, Tuesday (8/10/2024).

His work, Ade said, became more focused after attending the P3PD training at the end of 2023. One of the things he is very grateful for is having staff who understand how to work as a village apparatus officer.

It leads the community to become more serious when they need to access the service at the Village Office. The situation today is quite different from before, when residents tend to be reluctant because the staff is considered not to serve well.

“It is because the village staff did not know what their duties were. P3PD training teaches each of their duties and functions,” he said.

Because of this success, Ade was rewarded with victory in the 2024 Village Competition.

Although only at the provincial level, Ade had the opportunity to attend the 2024 Village Competition held in Sanur, Bali on 8–9 October 2024.

As well as enjoying the event, he was invited to learn more from the village leaders who won this prestigious event.

SUCCESSFULLY ORGANIZE EFFECTIVE BOOKKEEPING

The Editor had a chance to chat and find out more about what Ade has done to get the government to look at his village.

“We have been involved in the successful introduction of technology for village administration and staff work,” he said.

Before, he continued, his staff and subordinates did not serve the community well because they did not understand their jobs.

As a result, the bookkeeping system, which should always be filled out routinely, was only done by the village head. The staff did not do it at all.

The bookkeeping in Bujang Village consists of a guest book, an attendance book, an agenda book for deliberative activities, a policy decision book and so on, which together make up 14 books.

“Before the training, we didn’t know that the 14 books had to be filled in. But now we know, and they are no longer empty,” he said.

SUCCESSFULLY ORGANIZED VILLAGE PLANNING THROUGH BOOKKEEPING

He also said that one of the successes of disciplined bookkeeping is effective development planning.

Not only that, the subject of the work plan to be prepared is also easier to find because of the bookkeeping of his staff. 

“The work plan is definitely clear,” he said.

Ade admitted that the preparation of village planning before was always a mess because his staff never filled in their respective books.

The books contain their daily work agenda, which includes various findings and complaints from the community.

“I feel more comfortable making policy after the books are well filled,” he said.

As a result, the work plan submitted by the village is now rarely revised by the regional government as it is considered effective and perfect.

This success led to Bujang Village winning the Aceh Provincial Village Competition.

Ade acknowledged that the people of Bujang Village have more confidence in the village apparatus because they are now more agile in serving the community.
