JAKARTA – The transfer of the state civil apparatus (ASN) to Ibu Kota Nusantara (IKN) continues to be finalized. The Ministry of Administrative and Bureaucratic Reform (PANRB) explained the progress and scheme of the transfer to the House of Regional Representatives (DPD) in a Working Meeting with Committee I DPD RI, Tuesday (3/9).
PANRB Minister Abdullah Azwar Anas said that the transfer of ASN to IKN is not only about moving the workplace.
“But the most important thing is how to move the mindset, work culture, way of working, and also the digital-based service system,” he said.
The paradigm shift in national integrated governance prioritizes flexibility, collaboration, and agility.
Therefore, smart government at IKN is an important part that continues to be prepared in addition to physical development preparations.
The focus of the current IKN relocation policy is on the short term. This is the first phase and takes place in 2022–2024, focusing on institutional and ASN transfers and the effectiveness of government administration in IKN through digital work patterns.
“On the other hand, a medium-term policy will be prepared in the second phase which still focuses on institutional and ASN transfers and smart governance,” explained the former Banyuwangi Regent.
Regarding the ASN filling in IKN, it is planned to consist of ASN ministries/institutions (K/L), special CPNS formations for IKN in 2024 – including a special quota for the best candidates of East Kalimantan, as well as mutations of East Kalimantan Regional Government ASN employees.
Another scenario is through the mutation of local government ASN employees to OIKN and/or K/L in IKN.
“This is done in an open and competitive manner, in accordance with the provisions of laws and regulations,” Anas added.
The strategy prepared to realize it is through a whole government approach, namely setting collaborative work patterns through flexibility of time and location, providing IKN office facilities that support shared offices, and a single digital platform to improve ASN work collaboration.
“The shared office concept prioritizes physical and digital connectivity in the management of digital workspace integration. This is to provide facilities for the implementation of smart government by institutions operating in IKN,” said Anas.
In addition to the transfer of ASN to IKN, Minister Anas also conveyed the acceptance of ASN which includes civil apparatus and PPPK this year.
The government has prepared ASN needs in 2024 totalling 2,302,543, consisting of 429,183 for central institutions, 1,8367,333 for regional institutions, and 6,027 CPNS for official school graduates.
Central and regional government institutions have proposed 1,289,824 CASN requirements out of 2.3 million. This year’s CASN recruitment is also the government’s effort to resolve the issue of non-ASN personnel, which is targeted to be completed this year.
Acting Head of BKN Haryomo Dwi Putranto explained the implementation of the 2024 CASN recruitment in detail. The registration stage is underway until 6 September. It is planned that the results of the administrative selection will be announced on 14 to 17 September 2024.
“There are several selection locations. They are BKN Headquarters, 14 BKN Regional Offices, and 21 BKN UPT Offices. All selection processes have been digitized, no longer manual,” Haryomo explained.
Meanwhile, Chairman of Committee I DPD RI Fachrul Razi appreciated the government’s efforts in the successful transfer of ASN to IKN and also the completion of non-ASN personnel targeted for completion this year.
“We appreciate the performance of the Minister of PANRB which is very extraordinary in terms of the transfer of ASN prepared for IKN,” he said.
“Therefore, I am sure this policy will run well and the target for CASN acceptance in 2024 is in December will be achieved. We are sure and optimistic that it can be carried out optimally and extraordinarily,” he continued.
