Village Development Planning Must Be Based on Data

JAKARTA – As very strategic, The Director General (Dirjen) of Village Government Development (Bina Pemdes) of the Ministry of Home Affairs Eko Prasetyanto Purnomo Putro emphasized the importance of village development planning based on data through the use of village and administrative village profiles (prodeskel).

“Village planning is regulated in article 54 of Law No. 6 of 2014 concerning Villages. This planning is very decisive, that’s why we have to have data, we hope to use the prodeskel,” he said during the opening of the 2023 Training of Trainers (TOT) of the Village Apparatus Training in 11 Provinces virtually in Jakarta, Tuesday.

He explained that the success of village development is usually directly proportional to the quality and ability of village government officials.

In other words, human resources, especially village apparatus, must be sufficient and always up-to-date to the new knowledge and existing regulations in the context of village governance.

This year, the Directorate General of Bina Pemdes will focus on developing the capacity of village apparatus with a target of training 32,000 village apparatus across Indonesia.

“For this reason, we (Directorate General of Bina Pemdes, red) need to prepare trainers, from PAD Training of Trainer (ToT) in 33 Provinces which in the third phase is carried out in 11 provinces, who are competent in their fields to train in Village Apparatus Training,” he explained.

The issuance of Law Number 6 of 2014 concerning Villages alone has given hope to 75,265 villages spread across 37 provinces throughout Indonesia.

The law plays a role in the development process in order to realize good village governance.

“This hope arises as the authority possessed by the village is emphasized to regulate its own area,” Eko said.

“With the increasing resources and authority given to villages, services to village communities must be more open, responsible and better,” he continued.

As the subject of development, the village government together with the community must prepare a development plan according to their authority.

This is done through village development planning meetings that are aligned with regional development.

It’s just that the various authorities and budgets owned by the village have not been followed up with adequate institutional capacity, human resources, village apparatus, and village administration/management.

To overcome these problems, extraordinary efforts from various stakeholders–starting from the Central, Provincial, and Regency/City Governments, are required.

ToT PAD aims to increase the capacity of the Regional Government apparatus, in particular to train village apparatus in order to create good village governance in accordance with Law Number 6 of 2014.

Participants will also be given material on understanding village governance, development planning, village financial management, drafting village regulations, training methodologies, and facilitation techniques.

It is hoped that the training participants will be able to further strengthen their own capacity as trainers who have competence in implementing future training. (NEWS ADVERTORIAL)
