Signs Cooperation with KPK, Minister of PANRB: Digitalisation Makes Bureaucracy More Transparent and Accountable

JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas and Chairman of the Corruption Eradication Commission (KPK) Nawawi Pomolango signed a Memorandum of Understanding in Corruption Eradication Efforts. The prevention and eradication of corruption in the public sector intersects with the implementation of digital systems.

Minister Anas explained the link between digital transformation and the eradication of corruption, ease of doing business, and the implementation of law enforcement.

“We want to strengthen the Electronic Based Government System (SPBE). The right SPBE will consolidate the bureaucracy to be more transparent,” he said during the signing of a Memorandum of Understanding between the Ministry of PANRB and the KPK, at the KPK Office in Jakarta, Friday (27/9).

Countries that have a good digital transformation index tend to also have good corruption eradication rates, such as Denmark and Finland. Therefore, Indonesia needs to learn from these developed countries.

There are seven scopes in this agreement, namely prevention and monitoring of corruption, strengthening policies and regulations, institutions and procedures, improving the empowerment and supervision of state apparatus, education and the role of the community, handling complaints of alleged corruption in public services, and exchanging and utilizing information and data.

This MoU aims to enhance cooperation and coordination between the Ministry of PANRB and the KPK in the effort to eradicate corruption. The main objective is to expedite the implementation of the duties, functions, and authorities of each party.

“Efforts to prevent and build a bureaucratic system that is more transparent, accountable and more credible and impactful,” said Minister Anas.

Under the terms of the agreement, the Ministry of PANRB will cooperate with the KPK to ensure effective handling of complaints related to corruption in public services.

The Ministry of PANRB and KPK will also share information and data related to investigations or indications of corruption, as well as various relevant information to strengthen the legal process.

The Ministry of PANRB focuses on strengthening the capacity and integrity of the state apparatus through programmes that empower them to resist corruption. Policies that have the potential to cause irregularities will also be monitored.

Supervision of indications of corruption also requires the help of the public. The public can report indications of irregularities through the People’s Online Aspiration and Complaint Service application or channel or LAPOR!

“The point is that with digitalisation, we hope that public services will be more transparent, as well as services in the bureaucracy will be much faster and have an impact on the community,” concluded Minister Anas.

KPK Chairman Nawawi Pomolango emphasized the importance of continuous communication and coordination between the two institutions.

According to him, periodic evaluations are needed to ensure that the implementation of cooperation is on track.

“This collaboration must be continuously evaluated so that the progress is on target and solutions can be found if there are obstacles,” said Nawawi in his speech.

In addition, KPK is also committed to strengthening protection for corruption whistleblowers. Nawawi emphasized that whistleblowers still often face various threats, ranging from intimidation to physical threats.

“As stipulated in Law No. 30 of 2002, the KPK is obliged to protect witnesses or whistleblowers of corruption crimes, including providing security guarantees and confidentiality of identity,” he added.
