Presiding over KPRBN Meeting, Vice President Delivered Strategic Direction on Bureaucratic Reforms

JAKARTA – Indonesian Vice President Ma’ruf Amin as Chairman of the National Bureaucratic Reform Steering Committee (KPRBN) chaired the KPRBN meeting at the Vice Presidential Palace, Jakarta, Monday (7/10).

In his direction, he asked ministries/institutions to continue to improve coordination and collaboration related to the implementation of bureaucratic reforms.

“The policies formulated must have a real impact and be in line with national development issues. Issues that require immediate follow-up, such as the derivative rules of the ASN Law, also need special attention,” he said.

Ma’ruf Amin urged relevant agencies to optimize mapping and long-term planning to achieve bureaucratic reform goals. He also emphasized the need to evaluate the effectiveness of the implementation of thematic bureaucratic reforms, especially those related to priority issues.

“Through evaluation, we can find out the impact of implementation and assess the effectiveness of policies according to the themes that have been implemented, such as the issue of poverty reduction or simplifying bureaucracy in central and regional institutions,” he said.

In order to improve the quality of public services, the Vice President instructed the relevant ministries/institutions to accelerate the digital integration and transformation of public services through the launch of the MPP Digital, the optimisation of the digital identity of the population, and the strengthening of e-government systems (SPBE).

He revealed that in the last five years, all government institutions have implemented Bureaucratic Reform. By 2023, 34 provinces and 270 regencies/cities will receive the RB Category B predicate and above. Bureaucratic simplification has also been well implemented at the central and regional levels.

Thematic bureaucratic reforms have also shown their impact on reducing poverty, increasing investment and the use of domestic products, and reducing inflation. The integration of services through the establishment of the MPP and MPP Digital has also been shown to improve people’s access to public services.

“For nearly two decades, the national bureaucratic reform has been on the right track and has made significant changes in national development,” he added.

On this occasion, PANRB Minister Abdullah Azwar Anas reported details of the achievements and progress of bureaucratic reform over the past five years in overseeing the bureaucratic reform roadmap for 2020–2024.

During the 2020–2024 period, the Ministry of PANRB is overseeing several important measures to simplify the bureaucracy. In 2024, the number of simplified organizational units will continue to increase in 104 central agencies with a total of 55,649 organizational structures. In addition, a total of 43,915 positions have been equated to functional positions at the central level.

In creating an effective, efficient, and targeted bureaucracy, the Ministry of PANRB has dissolved 38 Non-Structural Institutions until 2023 as an effort to restructure the organization to be more effective and agile.

“In terms of ASN management, we also continue to make improvements, one of which is through the new ASN Law and the preparation of the ASN Management RPP. This is in accordance with the direction of the Vice President earlier,” Anas explained.

Anas assessed that the end of the various breakthroughs made together is the public service to the community.

Currently, there are 280 regional authorities that have Public Service Malls. 199 of them have implemented MPP Digital, which provides space for the public to access public services anytime, anywhere.

He went on to outline strategic steps to accelerate Indonesia’s digital transformation.

“Last September, the Ministry of PANRB together with the Ministry of SOEs, Kominfo, Peruri, and INA Digital (GovTech Indonesia) released the initial phase of the national portal and integrated digital identity in the form of INApas, INAku, and INAgov,” he said.

Closing his statement, the former Banyuwangi Regent expressed his appreciation to all government institutions. Bureaucratic reform, he said, is not the responsibility of one or two institutions, but a shared responsibility to achieve national development targets.

“Last but not least, we would like to express our gratitude and highest appreciation to the Vice President as the Chairperson of KPRBN who continues to oversee, encourage, and ensure the targets of bureaucratic reform until we reach this point,” he concluded.
