Minister of PANRB Presents 100-Day Programme to Accelerate the Performance of the Merah Putih Cabinet

JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Rini Widyantini presented her 100-day programme after she was officially appointed to lead bureaucratic reform in Indonesia.

There are three focuses that she will work on, namely the formation and organization of the Ministry of the Merah Putih Cabinet, the filling of ASN positions in the Ministry of the Merah Putih Cabinet 2025–2029, and the arrangement of non-ASN personnel.

“We have compiled steps for the institutional arrangement of the Ministry of State Administration of the Merah Putih Cabinet 2024–2029. The target is that by December 2024, the Ministry of PANRB has completed the structuring of the Organizational Structure and Work Procedures of all ministries/institutions,” she said at a Working Meeting and Hearing with Commission II of the House of Representatives (DPR) in Jakarta, Monday (28/10).

She explained that the Government has prepared three legal instruments to ensure the continuity of the implementation of duties and functions during the organizational transition period of the Merah Putih Cabinet Ministries.

The legal instruments are Presidential Decree No. 133/P of 2024 on the Establishment of State Ministries and the Appointment of Ministers; Presidential Regulation No. 139 of 2024 on the Arrangement of Tasks and Functions of State Ministries of the Merah Putih Cabinet 2024–2029; and Presidential Regulation No. 140 of 2024 on the Organisation of State Ministries.

“Regarding the mechanism for filling ASN positions in the ministry, the principle is that the transfer of positions and human resources does not affect and reduce services to the community, and does not harm employee rights, including income,” she said.

In addition to organizational restructuring, under her command, the Ministry will work on the second priority in 100 days, namely the establishment of a Presidential Regulation on the Government Performance Accountability System (SAKP) which will become the basis for ministries/agencies to achieve national development targets (shared outcomes) and the establishment of Key Performance Indicators (IKU).

Rini said that the initiation of SAKP implementation was motivated by the need to improve overall government performance.

Through SAKP, performance alignment between ministries/institutions/regional governments will be realized to achieve national development targets (shared outcomes). In addition, performance integration between ministries/institutions/local governments will be created through collaborative governance and national development targets will be achieved according to targets accompanied by budget effectiveness and efficiency.

“SAKP supports the realization of the Asta Cita programme of the elected President and Vice President. In SAKP, every ministry/institution’s performance indicator becomes measurable and must contribute to the achievement of national priorities,” he said.

The third focus in the 100 days of the Red and White Cabinet is the arrangement of non-ASN personnel, especially in the BKN database that has been agreed upon previously by the Government and DPR as mandated by Law 20/2023 on ASN.

Minister Rini reiterated that the main principles in structuring non-ASN personnel are avoiding mass layoffs; not reducing current income; avoiding budget overruns; and carried out in accordance with existing regulations.

The settlement of non-ASN personnel is carried out through the selection mechanism of Government Employees with Work Agreements (PPPK). Formations in the PPPK Selection in 2024 are given 100 per cent for non-ASN personnel through CAT selection and passing is determined based on the best rank.

There are two periods of PPPK procurement in 2024, namely Period 1 which is intended for priority applicants for ex-THK-II and non-ASN personnel who are included in the BKN database. While Period 2 is intended for non-ASN applicants in government institutions.

“We really hope for the support of all the leaders and members of Commission II DPR RI for the successful achievement of our work programme to achieve the 2025-2029 development agenda,” Rini said.

On that occasion, Chairman of Commission II DPR Muhammad Rifqinizamy Karsayuda expressed the readiness of the leadership and members of Commission II DPR to become partners of the Ministry of PANRB in producing quick and appropriate solutions to various existing homework.

According to him, the Ministry of PANRB as a partner of Commission II DPR has a very vital role in bureaucratic reform, personnel management, and various other matters including institutions and public services.

“We are committed in this period to partnering with the Ministry of PANRB to bring the best and fast solutions. We are ready whenever needed in accordance with our authority to bring fast policies that are of course in accordance with existing procedures, laws, and regulations,” he said.
