Maintaining Economic Growth, Minister of Home Affairs Asks Regions to Increase APBD Realization

JAKARTA – The Minister of Home Affairs Muhammad Tito Karnavian encouraged local governments to increase the realization of the regional revenue and expenditure budget (APBD).

This effort needs to be done to maintain national economic growth.

Tito explained that government spending plays an important role in increasing the circulation of money in society.

That way, people’s purchasing power will strengthen and household consumption will increase.

Household consumption, he said, is one of the contributing factors to economic growth.

“The realization of APBD spending must be increased according to the target, don’t spend it piling up at the end of the year, so that there is money circulating,” he explained while chairing the Regional Inflation Control Coordination Meeting at the Sasana Bhakti Praja Building, Ministry of Home Affairs Headquarters, Tuesday (4/7).

Based on data from the Ministry of Home Affairs, the average realization of provincial and district/city revenues until June 30 2023 was 36.04 percent or as much as IDR 444.19 trillion.

Meanwhile, the average realization of provincial and district/city spending until June 30 2023 was 30.04 percent or IDR 387.48 trillion.

Local governments with the highest revenue realization at the provincial level are the Special Region of Yogyakarta, East Kalimantan, West Java, Bangka Belitung Islands, East Java, South Kalimantan, West Kalimantan, Central Java, Banten and West Sumatra.

Meanwhile, the provinces with the lowest realized revenue were Papua, West Papua, Papua Mountains, Riau, North Maluku, Jambi, South Sumatra, Central Papua, West Nusa Tenggara and Gorontalo.

At the district level, the regions with the highest revenue realization were Tanah Bambu, West Sumbawa, Balangan, Tabalong, Hulu Sungai Selatan, East Kutai, Bogor, Tanah Laut, Berau and Katingan.

Meanwhile, the districts with the lowest realized revenue were Tana Toraja, Selayar Islands, Keerom, Taliabu Island, Arfak Mountains, Nduga, Mappi, Nabire, Raja Ampat and Gowa.

At the city level, the regions with the highest revenue realization were Bontang, Prabumulih, Denpasar, Ambon, Banjar Baru, Yogyakarta, Salatiga, Magelang, Samarinda and South Tangerang.

Meanwhile, the cities with the lowest realized revenue were Tual, Surakarta, Sungai Penuh, Pekanbaru, Gorontalo, Tegal, Pare-Pare, Lhokseumawe, Mataram and Langsa.

Regional governments with the highest expenditure realization at the provincial level were West Java, South Kalimantan, Central Java, Bengkulu, North Sulawesi, West Kalimantan, the Special Region of Yogyakarta, the Bangka Belitung Islands, Banten and Bali.

Meanwhile, the provinces with the lowest expenditure realization were South Papua, Central Papua, West Papua, Southwest Papua, Mountain Papua, Southeast Sulawesi, North Maluku, South Sumatra, Central Sulawesi and Jambi.

At the district level, the regions with the highest expenditure realizations were Cirebon, South Hulu Sungai, Pati, Kulon Progo, North Luwu, South Bengkulu, Central Bengkulu, Asahan, Central Bangka and Way Kanan.

Meanwhile, districts with the lowest expenditure realization were Nabire, Selayar Islands, Tanatoraja, Tanimbar Islands, Nduga, Ogan Ilir, Sidenreng Rappang, Janeponto, Mimika and Takalar.

At the city level, the regions with the highest realization of expenditure were Bitung, Mataram, Sukabumi, Prabumulih, Gunung Sitoli, Metro, Salatiga, Tanjung Pinang, Binjai and Kotamobagu.

Meanwhile, the cities with the lowest expenditure realization were Tual, Pagar Alam, Makassar, Pare-Pare, Pematangsiantar, Full River, Mojokerto, Bau-Bau, Subulussalam and Depok.
