In Front of the Commission II of DPR RI, Minister of PANRB Unveils Roadmap for Non-ASN Staff Arrangement in 2024

JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas explained a number of strategic issues related to the road map for the arrangement of non-state civil apparatus (ASN) in 2024 in front of the leaders and members of Commission II of House of Representatives (DPR RI).

Minister Anas explained that the government uses four principles in structuring non-ASN personnel, namely avoiding mass layoffs; not reducing current income; avoiding budget overruns; and being carried out in accordance with applicable regulations.

“Together with the House of Representatives, the government always tries to resolve issues related to non-ASN personnel through discussions held in various coordination meetings. This joint support and commitment means a lot to us in carrying out our duties to serve the public better,” he said at a Working Meeting with Commission II of DPR RI on the Roadmap for Non-Civil Apparatus Arrangement in 2024 in Jakarta, Thursday (5/9).

The Ministry of PANRB together with relevant institutions have developed a flow of non-ASN personnel settlement, including mapping, policy formulation, and settlement with supervision.

However, it is undeniable that a series of non-ASN personnel arrangement processes have been constrained by several issues.

The issues faced in the settlement of non-ASN personnel is that the formation proposal submitted by the regional government is not yet optimal in accordance with the formation allocation.

In addition, the lack of compatibility of educational qualifications with ASN positions and the limited positions that can be occupied by PPPK have also become an issue.

“Another issue is the limited budget allocation of the IP,” said Acting Deputy for Apparatus Human Resources of the Ministry of PANRB Aba Subagja.

Furthermore, it was explained that the 2024 ASN Candidate (CASN) procurement is currently underway for the formation of Civil Apparatus Candidates (CPNS). This year’s CPNS registration runs until 10 September 2024.

Regarding the procurement of Government Employees with Work Agreements (PPPK) 2024, the process has reached the stage of drafting a policy that will become the legal basis for the implementation of the 2024 PPPK selection.

Basically, the government has made efforts to resolve non-ASN personnel arrangement issues through three regulations, namely Decree of the Minister of PANRB No. 347/2024 on PPPK Selection Mechanism for Fiscal Year 2024; Decree of the Minister of PANRB No. 349/2024 on PPPK Employee Selection Mechanism for Health JF; and Decree of the Minister of PANRB No. 348/2024 on PPPK Selection Mechanism for Teacher JF in Regional Agencies.

“For PPPK procurement, 100 percent of the quota is reserved for non-ASN personnel, while general applicants are accommodated through CPNS selection,” he said.

During the meeting, it was also agreed that non-ASN personnel who are recorded and registered in the BKN database (as mutually agreed between the government and the DPR-RI) who take part in the selection process and get the best rank will be appointed as PPPK.

However, applicants who have not received the best rankings and are not in accordance with the formation vacancies can be proposed as Part-Time PPPK.
