Do You Know Who is Indonesian Migrant Worker and Who is Not?

JAKARTA – Many may still think that what is called migrant workers are those who work for individuals abroad.

On the other hand, some people think that all people who work abroad are migrant workers.

Then, confusion about this arose. What exactly are migrant workers? Who is categorized as a migrant worker, and who is not a migrant worker?

According to the Decree of the Minister of Manpower No. 291 of 2018, Indonesian Migrant Workers are defined as any Indonesian citizen who will, is doing, or has been doing work for which they receive wages outside the territory of Indonesia.

Furthermore, there are three categories of Indonesian citizens working abroad who are grouped as migrant workers.

First, Indonesian Migrant Workers who work for employers with legal entities.

Second, ship crew sailors and fisheries sailors.

Third, Indonesian Migrant Workers who work for individual or household employers.

Meanwhile, there are seven Indonesian citizens working abroad who are not included as migrant workers.

First, Indonesian citizens who are sent or employed by international agencies or by countries outside their territory to carry out official duties.

Second, ASN or local employees who work at Representatives of the Republic of Indonesia.

Third, Indonesian citizens who work in institutions funded by the state revenue and expenditure budget.

Fourth, Indonesian citizens who have independent businesses abroad.

Fifth, students and trainees abroad.

Sixth, investors.

Seventh, Indonesian citizens as refugees or asylum seekers.

That’s the difference between Indonesian citizens working abroad who are migrant workers and non-migrant workers.
