Committee I of DPD RI Addresses Important Notes on the Implementation of the 2024 Election

JAKARTA – Committee I of Indonesian Regional Representative Council (DPD RI) had addressed recommendations and important notes on the implementation of the 2024 Election.

It was conveyed by the Vice Chairman of Committee I Filep Wamafma at the 10th Plenary Session of DPD RI Session IV Year 2023–2024 held at Nusantara V Building, Parliament Complex, Senayan Jakarta, Friday (5/4/2024).

Filep reported that Committee I had found many problems that occurred during the campaign period, quiet period, voting, and also the issue of the Permanent Voters List (DPT).

In addition, there was also the use of state resources for political purposes, campaign violations, and the quiet period, as well as violations of the neutrality of the state civil apparatus (ASN), TNI/Polri, and election organizers.

Rampant practice of money politics also had been found happening in every stage of the election.

“It is necessary to revise Law No. 7/2017 on Elections, as well as an in-depth evaluation of the 2024 simultaneous elections,” Filep said.

DPD RI as a state institution representing the region also oversaw the implementation of elections and synergized with the Regional KPU, Regional Bawaslu, and law enforcers for the implementation of elections in accordance with the mandate of the 1945 Constitution and the principle of LUBER JURDIL.

“Not to mention that there are still problems with the security aspects of the sirekap application, errors in converting photos of vote count documents, and the difficulty of access occured,” he continued.

During this session, Committee I of DPD RI has been actively involved in the preparation of the Bill on the Special Region of Jakarta Province (DKJ) in a tripartite manner through the discussion of the Bill on the Special Region of Jakarta Province which was held marathon on 13, 14, 15 and 18 March 2024 until it was passed into law.

“Committee I followed all stages of the discussion of the DKJ Bill starting from the Panja, Timmus, and Timsin Meetings as well as the Level I Decision Work Meeting at the Legislation Body of the DPR RI,” he said.

Filep continued, during this session, Committee I has also conducted the drafting of the Bill on the Fourth Amendment to Law Number 23 Year 2014 on Regional Government.

In addition, Committee I was also involved in Tripartite discussions related to 27 (twenty-seven) bills on the Municipal District in Commission II of DPD RI.

“The hope is that the revision of the Local Government Act will be able to re-establish the spirit of regional autonomy, especially broad, real, and responsible autonomy,” he said.

Closing his report, the DPD RI member from West Papua said that the theme of the recess of Committee I is supervision related to the Preparatory Stages of 2024 Regional Elections, Inventory of Supervision Materials on the Implementation of Act No. 6 Year 2014 on Villages, and Inventory of Supervision Materials on the Implementation of Act No. 22 Year 2022 on Community.

“Thus we submit this Committee I report,” he concluded.
