Welcomed by Minister Basuki, The Emperor of Japan Naruhito Visited the Sabo Technical Center in Yogyakarta

YOGYAKARTA – The Minister of Public Works and Housing (PUPR) Basuki Hadimuljono, accompanied by Indonesian Ambassador to Japan Heri Akhmadi and Acting Director General of Water Resources of Ministry of PUPR Jarot Widyoko, on Wednesday (21/6) welcomed His Majesty The Emperor of Japan Naruhito at the Sabo Technical Center in Yogyakarta.

Basuki revealed that this visit could happen because Emperor Naruhito had an interest in the management of water resources. Thus, he wanted to see the development of sabo technology, which originates from Japan, in Indonesia.

“The application of this sabo dam technology is one of the important results of the cooperation between Indonesia and Japan which has existed since 1958 within the framework of the Colombo Plan,” he said.

“We wish this collaboration to continue. The Sabo project, which ended in 2021, is currently being designed so that it can be continued,” he continued.

Furthermore, Basuki said the sabo dam technology cooperation could be established because Indonesia and Japan are two countries that are located in the ring of fire in the Pacific which causes both countries to frequently experience volcanic eruptions.

Indonesia has 129 active volcanoes, while Japan has 111 active volcanoes.

Sabo itself comes from two Japanese words, “Sa” which means sand and “Bo” which means control.

Sabo technology is a technique used to anticipate debris flow and control sediment in a landscape, especially mountain rivers.

“So the control of the lava uses a sabo dam. This sabo dam functions to accommodate sand and lava sediments when hot and cold lava eruptions occur. Many sabo sama have been built, such as ones on Mount Merapi–there are 277 sabo dams,” Basuki explained.

The Sabo Technical Center is under the Directorate General of Water Resources of the Ministry of PUPR which is tasked with carrying out the development, engineering and implementation of technical testing, assessment, inspection and certification services in the field of sabo.

The place also has a vertical sabo training center to conduct sabo training–which was not only attended by Indonesian engineers but also engineers from India, Pakistan, Bangladesh, the Philippines, Malaysia, Thailand and Papua New Guinea.

“Sabo experts from Japan started to come to Indonesia in 1970. More than 350 Japanese sabo experts have come here to help us design sabo and we have sent 100 Indonesian engineers to study sabo to Japan,” Basuki said.

After the visit, Basuki revealed that Emperor Naruhito expressed his appreciation because Indonesia was able to introduce sabo technology to other countries, one of which was through the Sabo Technical Center.

“He also hopes that this cooperation can continue. Because with the implementation of sabo technology in Indonesia, Japan also gets feedback to improve and enhance its technology,” he added.

On this occasion, Basuki also invited Emperor Naruhito to attend the 10th World Water Forum which will be held in Bali in May 2024.

Also present accompanying the minister, Expert Staff to the Minister for Technology, Industry and Environment Endra S. Atmawidjaja and Director of Water Resources Engineering Development Muhammad Rizal.
