JAKARTA – The revision of the 2014 Regional Autonomy Law has now entered the internal discussion stage within the Ministry of Home Affairs.
This was stated by the Head of Information Center of the Ministry of Home Affairs, Benni Irawan.
“Currently, internally, we at the Ministry of Home Affairs are identifying or compiling an inventory list of problems,” said Benni when to The Editor.
He said, what has been going on for 9 years is the deepening of the contents of the 2014 Regional Autonomy.
“We are exploring whether the law, or the regulations under it or the implementation will be revised” he added.
The 2014 Regional Autonomy Law, according to Benni, is related to regulations at the central and regional levels which eventually became the object of further study of this law.
“We want to make sure there is no clash between the two,” Benni said.
For example, he continued, regarding the existence of the Minerba Law, the Mining Law, and so on. This is what Benni hopes will not intersect.
“Or regulations that come from the sectors. It has to be ensured that there are no conflicts,” he said.
Benni said the Ministry of Home Affairs is currently reviewing the revision of OTDA 2014 intensively.
He also said that other options than simply revise the law are sometimes presented in the discussion.
“Maybe it’s not the law that needs to be revised, maybe it’s enough with the regulations below it,” said Benni.
He hopes that, while discussing the 2014 OTDA Revision, there will be no sectoral egos in ministries and institutions.
Nonetheless, he said the Ministry of Home Affairs had compiled an inventory list of any issues contained in the 2014 OTDA Revision.
“But it is also being discussed, whether the law needs to be discussed or the implementation,” he said.
Is the 2014 OTDA Law Able to Change the Situation?
Of course it can, by letting the heads find a solution so that the problems that exist in each area are quickly resolved.
Benni said that it is not easy to run it, but the presence of regional heads who are innovative and willing to collaborate means that any problems can be resolved.

In the seminar commemorating the 17th OTDA Day in 2023 which was held at Makassar a while ago, Mayor of Makassar Moh Ramdhan Pomanto suggested the the government accepts many benefits of regional autonomy.
Even so, Danny Pomanto does not deny that there still many problems especially concurrent government or transfer of delegation of authority from the center to the regions.
“Such as the authorization about the drainage that caused us accusing each other when there is a flood. There are municipal and provincial authorizations. Even though this water flows without authority so there needs to be formulations about this,” said Danny Pomanto as quoted from Guidelines News.
Another problem that Danny Pomanto revealed was the problem of garbage scattered in the sea and roads that are beyond its jurisdiction.
APEKSI chairman Bima Arya said that everyone wants regional autonomy to be improved, government laws areas were also revised.
The results of the agreement will then be communicated with association administrators from the municipal government, district governments, as well as DPRD associations throughout Indonesia.
“That is what we will voice out at the momentum of this OTDA Day, A critical review is to propose that regional government laws be revised for the sake of empowered regions and for the sake of prosperous regions,” he concluded.
