President Issues Presidential Regulation on GovTech Acceleration and National Digital Service Interoperability

JAKARTA – The government is working to achieve national digital service integration by accelerating digital transformation, through the implementation of Priority Electronic-Based Government System (EBGS) Applications by prioritizing integration and interoperability.

Supporting these efforts, Indonesian President Joko Widodo (Jokowi) issued Presidential Regulation No. 82/2023 on the Acceleration of Digital Transformation and the Integration of National Digital Services.

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas said that further breakthroughs are needed to optimize the potential of the Digital Government.

The Presidential Regulation, he said, was developed to realize two keys to acceleration and sustainability, namely the focus on priority systems including DPI and also the establishment of Indonesia’s digital team or “Govtech” for future sustainability.

The establishment of Govtech to handle the priority platform itself is a best practice done by the top 20 countries of the UN EGDI index 2022, so Indonesia is on the right path to adopt this.

In this case, Indonesia is looking to follow in the same footsteps, with PERURI serving as Indonesia’s GovTech going forward.

“The Presidential Regulation on Accelerating Digital Transformation is an important foundation for improving government services and accelerating national development. In the short-term in 2024, it will be a proof point of GovTech implementation in the current government for the next government. In the medium-term, it will increase Indonesia’s EDGI Index. Meanwhile, the long-term impact is that digitalisation will build an efficient and effective bureaucracy, maximum human development, and economic growth,” he said after attending the National Seminar on Indonesia’s Economic Outlook 2024, Friday (22/12).

Priority EBGS Applications are organized to support integrated education services, integrated health services, integrated social assistance services, population administration services integrated with digital population identity services, state financial transaction services, government administration services in the field of state apparatus, public service portal services, One Data Indonesia services, and police services.

Priority EBGS Applications can be EBGS applications that will be newly operational or will be built, and EBGS applications that have been operational or will be developed, which have a minimum of 200,000 EBGS Users or target EBGS Users.

The Presidential Regulation signed by the President on 18 December stipulates that the implementation of Priority EBGS Applications is carried out by Perum Peruri, with the task of identifying problems in the implementation of Priority EBGS Applications, deepening the needs of EBGS Users, and designing appropriate solutions.

In the implementation of the assignment to implement the Priority EBGS Application by Perum Peruri, the National EBGS Coordination Team coordinates, aligns, supervises, and directs to ensure the achievement of the objectives of Perum Peruri’s assignment.

In carrying out coordination, alignment, supervision, and direction, the National EBGS Coordination Team involves the minister/head of the agency in charge of Priority EBGS Applications, the minister in charge of state-owned enterprises, and the head of the agency in charge of overseeing state finance and national development.

The Presidential Regulation is also intended for regional governments to support and implement the acceleration of digital transformation through the use of Priority EBGS Applications as stipulated in this Presidential Regulation.

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas as the head of the National EBGS Coordination Team, reports the progress of the implementation of accelerated transformation to the President periodically every 4 months or at any time if necessary, through the Coordinating Ministry for Political, Legal and Security Affairs.
