JAKARTA – It is not easy to create village heads who have ability to serve community.
That was said by Agung Hamengku Budi (60), Team Leader of National Management Consultant (NMC) Village Governance and Development Strengthening Programme (P3PD) Ministry of State.
“Because village head must have capacity to support government administration, especially providing public services in the village,” he said.
The weaknesses still surround the ability of village officials in managing government and village development, he continued, efforts are needed to improve their abilities so that they can do their duties and functions well.
Currently there are 75,265 village heads, 903,180 village officials and 526,855 members of Village Consultative Councils throughout Indonesia.
These village officials certainly have various capacities, while the main functions and tasks of government are very complex.
Besides have broad authority, village government also has village income and expenditure budget.
Both transfer funds through village funds have become the strength of the village government, the number of which has continued to increase since 2015.
Apart from that, village head has various educational background.
Currently known that 63% of village heads are high school graduates, 15% are bachelor graduates, 17% have unfinished elementary school, 5% have not attending school.
The role of village officials in administering village government is very important.
For this reason, Agung continued, the government is holding P3PD training to increase capacity of village officials.
P3PD Training Objectives
Firstly, building character of village officials so they will have strong leadership and entrepreneurial spirit.
Second, develop the capacity of village officials to be able to run village government, manage village development planning, be able to manage village finances, be able to formulate village regulations, build PKK and posyandu, building information and village data.
Third, develop village head’s ability to increase the original income through BUM Desa.
Fourth, developing village businesses, organize village government, and develop participatory village development planning.
