JAKARTA – The Ministry of Administrative and Bureaucratic Reform received an appreciation in the 2023 Mental Revolution Award at the Vice Presidential Palace, Jakarta, Wednesday (20/12).
The appreciation was handed over by Coordinating Minister for Human Development and Cultural Affairs Muhadjir Effendy to Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas, witnessed by Indonesian Vice President K.H. Ma’ruf Amin.
The Vice President invited, through the mental revolution movement, to collectively gather the strength and independence of the nation by upholding the values of integrity, work ethic, and mutual cooperation.
“In the midst of the information technology era, we must fend off new understandings that have the potential to disrupt unity – especially those that undermine the character, ethics, and morals of the nation,” he said.
The 2023 Mental Revolution Award is the third time the award has been held and given to all parties who have taken the initiative and have become pioneers of change for various nodes and domains of change that have and are taking place in society, to local governments, institutions, and individuals who are considered to have made changes through the National Movement for Mental Revolution (NMMR).
After receiving the appreciation, Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas said that this appreciation is a concrete form of the National Movement for Mental Revolution (NMMR) in 2023 guided by the Indonesia Serving Movement.
“Gerakan Indonesia Melayani (Indonesia Serving Movement) is a movement that continues to be encouraged by the Ministry of Administrative and Bureaucratic Reform at the direction of the President by encouraging better, more massive, and more impactful public services,” he said.
On the occasion, Coordinating Minister for Human Development and Cultural Affairs Muhadjir Effendy said that the purpose of the award was to realize the ideals of Trisakti, namely sovereignty in politics, independence in economy, and personality in culture.
In accordance with Presidential Instruction No. 12/2016 on the National Movement for Mental Revolution, the Ministry of Administrative and Bureaucratic Reform is guided by the Gerakan Indonesia Melayani Program which focuses on creating a new culture within work units and state apparatus organizations.
“Mental revolution is an absolute thing that must be done by state servants for optimal public services. This movement includes the way of thinking, the way of working that brings change, and the way of life of the nation, including in the field of public services to the community can be better,” he said.
There are eight recipients for each movement, namely Gerakan Indonesia Melayani, Gerakan Indonesia Bersih, Gerakan Indonesia Mandiri, Gerakan Indonesia Tertib, and Gerakan Indonesia Bersatu.
The first category is provincial governments. Second, district/city governments. The third category is community leaders (individuals).
The fourth category is institutions that have inspired and exemplified in the fields of people’s economy, social and community empowerment, preservation and promotion of culture, character education and literacy, inclusive development, and national unity.
The fifth category is recommendations from the Coordinating Ministry for Human Development and Cultural Affairs. The sixth is the category of real action supporters.
Seventh, the Ayo Berkoperasi Movement category with one recipient. And the eighth category is the acceleration of stunting reduction.
The awardees have undergone a series of assessment mechanisms and have completed various assessment components.
The assessment component is a portfolio document of an individual, local government, institution/community organization and media in the form of a brief profile.
The second component is a quantitative assessment consisting of the Mental Revolution Achievement Index (ICRM), Human Development Index (HDI), Corruption Perception Index, WTP, GRDP/capita, and Top Service Innovation.
