Minister of Administrative and Bureaucratic Reform Leads Coordination of GovTech Preparation and ASN Recruitment to Start 2024

JAKARTA – Entering his first day of work in 2024, Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas immediately held an internal coordination meeting.

Attended by high-ranking middle and pratama officials, the meeting was to ensure that the programme in 2023 continues to run this year.

Two of them are the consolidation of the GovTech concept and the preparation of the selection of candidates for the state civil apparatus (ASN).

“I hope that the activities we have carried out in 2023 and the programmes we will carry out in 2024 can have a broad impact, not only on governmental and regional agencies, but also on the community,” he said when opening the Leadership Meeting at the Ministry of Administrative and Bureaucratic Reform Office, Jakarta, Tuesday (2/1).

He explained that his party is currently focusing on the implementation of government digitalisation and improving human resources.

Transformation implementation is being pursued to achieve national digital service integration through the implementation of Priority Electronic-Based Government System (EBGS) applications by prioritizing integration and interoperability.

Supporting these efforts, the President issued Presidential Regulation No. 82/2023 on the Acceleration of Digital Transformation and the Integration of National Digital Services.

Recently, his office also went to the president to report on the progress of digital implementation in various government sectors.

Minister Anas said further breakthroughs are needed to optimize the potential of the Digital Government.

The Presidential Regulation for the Acceleration of Digital Transformation was developed to realize two keys to acceleration and sustainability, namely a focus on priority systems including DPI (Digital Public Infrastructure) and also the establishment of an Indonesian Digital Team or “GovTech” for future sustainability.

The former Banyuwangi Regent emphasized that EBGS Priority applications are organized to support integrated education services, integrated health services, integrated social assistance services, population administration services integrated with digital population identity services, state financial transaction services, government administration services in the field of state apparatus, public service portal services, One Data Indonesia services, and police services.

At the meeting, the former Head of LKPP also requested each of his staff to maximize collaboration and synergy between work units in the Ministry of Administrative and Bureaucratic Reform in 2024.

This is considered to accelerate the government’s priority programmes, eliminate silos, and erode sectoral ego among internal stakeholders of the Ministry.

“Strengthening the ball pick-up programme in each work unit needs to be encouraged, no more waiting. At the beginning of 2024, like a machine, everything must be running. If it needs to be repaired, such as an oil change, do it immediately, so that all targets can run as specified,” he added.

Furthermore, Minister Anas also advised his staff that the derivative of Law No. 20/2023 on State Civil Apparatus (ASN) in the form of a Presidential Regulation Draft can be completed immediately.

The regulation can later become a guide for ASN.

One more thing that must be accelerated is the implementation of Priority EBGS services, especially in the government administration service sector.

The government plans to open CASN recruitment in 2024 to fulfill human resources needs in government agencies.

Anas revealed that the fulfillment of ASN in 2024 is prioritized on ASN needs in basic services, namely teachers and health workers.

Furthermore, it focuses on solving the problem of non-ASN personnel in government agencies in accordance with the mandate of Law No. 20/2023 concerning ASN.

This year, the government is opening up more space for fresh graduates. The government also opens wider opportunities for digital talents.

According to the plan, Indonesian President Joko Widodo will soon announce the opening of the 2024 ASN selection.

The policy in 2024 is expected to reduce as much as possible the positions that will be affected by digital transformation.
