Minister of Administrative and Bureaucratic Reform and Minister of Education, Culture, Research, and Technology Prepare Incentive Scenarios for Teacher in 3T Areas

JAKARTA – Educators in disadvantaged, frontier and outermost areas (3T) are given special attention by the government because of their dedication to educate the nation’s children in areas that are difficult to reach geographically.

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas revealed that the government has prepared several scenarios for incentives for teachers in 3T areas.

“The issue of human resource management is very important, because the government wants Indonesia-centric not only to develop infrastructure equally, but also to develop human resources,” said Anas after meeting the Minister of Education, Culture, Research, and Technology Nadiem Anwar Makarim at the PANRB Ministry Office, Jakarta, Monday (27/11).

“And teachers are an important part of human resource development so that it is evenly distributed throughout Indonesia. Thus, the government, according to President Jokowi’s direction, is preparing to develop incentives for teachers in 3T,” he added.

Furthermore, Anas said that the government had opened and provided teacher formation in 3T areas. But many are not filled.

“Including for the 2023 selection, I checked at BKN, teacher formation in several regions such as Maluku, North Maluku, East Nusa Tenggara, North Kalimantan, Papua, and Aceh, there are very few applicants and some don’t even have any at all,” he said.

He then explained that the Minister of Education, Culture, Research, and Technology Nadiem Makarim had prepared a number of solutions to make it easier to fill teacher talent in the 3T areas. 

One of them is to encourage talents who have received a Professional Teacher Education (PPG) scholarship to be placed in the 3T area for a certain period of time.

“This is of course one of solutions, besides there must be a fair, appropriate, and competitive incentive scheme,” explained the former head of the Government Goods/Services Procurement Policy Institute (LKPP).

As is known, in the previous period of procurement of candidates for state civil servants (ASN), many ASN formations including teachers in 3T were not filled.

The total number is even more than 100 thousand ASN formations in the 3T area that are not filled.

This problem can be resolved with the transformation agenda contained in Law no. 20/2023 concerning ASN which has just been ratified.

“Alhamdulillah, the new ASN Law has been passed. This is the door to easier talent mobility, including moving teachers to 3T,” explained Anas.

Minister of Education, Culture, Research, and Technology Nadiem Makarim explained, apart from the incentives which are currently being formulated and will be outlined in Government Regulations, the government will also provide rewards or awards for teachers in regions who perform well.

This special attention is designed to prioritize Indonesia-centric principles, so that the best teachers are no longer concentrated in big cities, but also in 3T areas.

Teachers are expected to be the driving force so that 3T regions can feel the impact of national development.

Nadiem ensured that the government would pay attention to the careers of teachers serving in the 3T area, including through promotion acceleration.

“Ensuring teacher careers and the availability of teachers in the most underdeveloped and outermost areas is there, so the mechanism is how we reward teachers who want to work in the outermost and underdeveloped areas,” said Nadiem.
