Government Accelerates Integrated Digital Identity for Public Services, Minister of PANRB: This System Must Facilitate the Public

JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas stated that currently the government has two paths to issue digital identity.

The digital identity itself is needed to support and optimize the Electronic-Based Government System (SPBE).

“The issuance of digital identity and authentication can be done through two channels, namely the INA Pass application and the Public Service Portal, by verifying identity by the Ministry of Home Affairs and the Electronic Certification Provider (PSrE) mechanism from Ministry of Communications and Informatics which are mutually integrated for user convenience,” he said during the Coordination Meeting on Digital Identity Implementation and Progress of Priority SPBE Development with the Coordinating Minister for Maritime Affairs and Investment (Marves) and a number of ministry/agency leaders at the Marves Coordinating Ministry Office in Jakarta, Monday (29/7).

Anas said that the development of Integrated Digital Identity within the INA Pass framework is carried out in an integrated manner between the Ministry of Home Affairs and the Ministry of Communications and Informatics.

The Ministry of Home Affairs will focus on improving the liveness detection feature and the INA Pass application, as well as accommodating the use of PSrE according to the concept of the Ministry of Communications and Informatics.

Meanwhile, the Ministry of Communications and Informatics will focus on the National Single Sign On (SSO) and Public Service Portal, and accommodate the INA Pass application according to the Ministry’s concept.

“What is clear is that this system must have an impact and be easy to use by the community in various digital government public services. This is a middle ground solution and we will continue to discuss it in parallel with relevant ministries/institutions,” Anas explained.

He added that, to accelerate the implementation of SPBE, each ministry/agency is expected to immediately allocate a budget for operations in September 2024 and include a budget for digital service development in the 2025 fiscal year.

He hopes that the Ministry of Finance can conduct a study on the transformation of funding schemes to support the acceleration of digital transformation, especially through the implementation of Priority SPBE services in accordance with the concept of Digital National Strategic Projects (PSN).

“This is important to support the acceleration of the implementation of Presidential Regulation 82/2023 and ensure budget sustainability in the coming years,” Anas added.

Meanwhile, Coordinating Minister for Marves Luhut Binsar Pandjaitan emphasized that the implementation of digital transformation should be carried out in accordance with the agreed decision.

“So the acceleration of digital transformation should not over-role the decisions made,” he said.

Luhut also directed all parties, especially the Ministry of Home Affairs and Ministry of Communications and Informatics, to continue to strengthen technical collaboration in its implementation.

In the implementation, Luhut asked INA Digital and BUMN Peruri to become partners to provide technical support from the start of integrated design and implementation.
