JAKARTA – The Government Regulation Draft (RPP) on State Civil Apparatus (ASN) Management as a derivative regulation of Law No. 20/2023 on the ASN is targeted for completion in the near future.
To accelerate its preparation, the Ministry of Administrative and Bureaucratic Reform on Tuesday (14/11) requested input and suggestions related to substance issues from the House of Regional Representatives (DPD) during the Working Meeting with Committee I of DPD.
“One of the main issues discussed is the arrangement of honorary/non-ASN which continues to be done. Thanks to our DPD friends for the input,” said Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas.
He revealed that there are a number of steps in the direction of government policy regarding the arrangement of non-ASN personnel.
One of them is that the government allocates an 80 per cent quota for former THK-II and honorary employees who have served in the 2023 ASN recruitment.
“This means that the government places non-ASN personnel who have served to be given affirmation first to enter PPPK,” he added.
Anas then explained that the data showed that there were 2.3 million non-ASN employees, divided into 325,517 in central agencies and 2.02 million in regional agencies.
“Of that number, some have entered ASN from the selection carried out from year to year. We project the remaining non-ASN personnel in 2024 to be 1.6 million,” he said.
Still within the framework of ASN management transformation, Anas then conveyed the direction of ASN fulfillment policy in 2023 which focused on four things.
The focus includes basic services, optimising the settlement of non-ASN personnel, fulfilling technical personnel in priority sectors, and reducing the recruitment of positions that will be affected by digital transformation.
In 2023, Anas continued, 567,166 formations had been set, divided into 77,161 at the central level and 490,005 at the regional level.
“The selection process is currently underway, and there will definitely be no more bribing,” said the former head of the National Public Procurement Agency (LKPP).
Anas added, there are 16 substances included in this ASN Management RPP.
Among those are strengthening work culture, expanding the scope and mechanism of working for Government Employees with Work Agreements (PPPK), structuring non-ASN personnel, managerial and non-managerial positions, reciprocity between ASN and TNI soldiers/police members, improving ASN welfare, ASN rights and obligations, determining ASN needs, and procuring CASN.
Then there is strengthening ASN employee performance, talent and career development, competency development, dismissal of ASN, ASN professional organisations, digitalisation of ASN management, and dispute resolution.
On the same occasion, Chairman of Committee I of DPD Fachrul Razi expressed the support of all DPD senators for the programme of the Ministry of Administrative and Bureaucratic Reform in strengthening bureaucratic reform in the regions.
He considered the new ASN Law to be a hope for honorary and PPPK workers who need definite answers regarding their status.
“Today the state shows its presence in fighting for honorary and PPPK personnel so that they can have a fate that is guaranteed by law and regulated in law. We will continue to support and collaborate between Committee I of DPD and the Ministry of Administrative and Bureaucratic Reform,” concluded Fachrul.
