JAKARTA – The government and the House of Representatives (DPR RI) have decided on several points of institutional transformation and governance through the Bill on State Ministry in the 7th Plenary Meeting of the Session Period I of Session Year 2024-2025.
One of the agendas in the meeting was to continue the Level II Talks for decision making related to the Bill on Amendments to Law No. 39/2008 concerning the Ministry of State.
The basic principle that compounds the agreement in the State Ministry Bill is government effectiveness.
“The drafting of the State Ministry Bill is a strategic step to strengthen coordination and collaboration between ministries/institutions in the success of national development that has an impact on society,” said Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas in Nusantara II Building of the House of Representatives, Jakarta, Thursday (19/9).
There are three main points in the Revised Law on State Ministry that essentially support the realization of effective, efficient, responsive, and collaborative governance.
First, the institutional adjustment of the ministry. Second, the transformation of relations between government institutions in the executive domain. Third, increasing accountability for the implementation of the law.
Anas added that in accordance with President Jokowi’s direction, the current government continues to strengthen governance and effective business processes through coordination and collaboration between ministries and institutions.
Therefore, the reconstruction of governance, one of which is through the Revision of the State Ministry Law, is an effort to encourage a government that is more inclusive, transparent, contextual, and responsive to the needs of the community.
Previously, the House of Representatives and the government had officially signed an agreement on the Revision of the Law on State Ministry, which took place at a decision-making meeting at level I in the Legislation Body.
The government has compiled and discussed in depth the Problem Inventory List together with relevant ministries/agencies.
The Government has also conducted public consultations involving academics and community representatives to obtain feedback.
“Through constructive and in-depth discussions, the Government and the House of Representatives managed to decide on several points of institutional transformation and governance carried out through the State Ministry Bill,” he continued.
On the same occasion, Anas also expressed his appreciation to various parties who contributed to the series of discussions on the Revision of the State Ministry Law No. 39/2008, which is a DPR initiative.
“We would like to thank all leaders and members of the Legislation Body, all members of the House of Representatives, ministries/institutions, and the public who gave an input,” he concluded.
