Cutting the Bureaucratic Process of Event Permit Services, Minister of Administrative and Bureaucratic Reform: A Fresh Wind for Creative Economy Industry

JAKARTA – The government has set efforts to integrate digital event licensing as one of the priorities of the Electronic-Based Government System (EBGS).

The service was demonstrated at the office of the Ministry of Administrative and Bureaucratic Reform on Thursday (9/11), with the ministry as the national EBGS coordinator.

“Alhamdulillah, after some collaborative work, the digital service for organizing events can be completed,” said Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas.

“This is not a new system, not a new application, but it combines existing systems, namely OSS at the Ministry of Investment and Precision at the National Police,” he added.

This digital event permit service is the result of collaboration between the Coordinating Ministry for Maritime and Investment Affairs, the Ministry of Tourism and Creative Economy, the Ministry of Investment/BKPM, the Ministry of Administrative and Bureaucratic Reform, the National Police, and state-owned enterprises (SOE).

During the trial period, the government is seeking input from the event industry so that this digital service is truly orientated towards user satisfaction.

Anas said that event licensing received President Joko Widodo’s attention considering its enormous potential in driving the economy.

“It can be trillions of rupiah per year according to data from the Ministry of Tourism and Creative Economy. We also know that many Indonesians watch concerts abroad. If event permits become easier, we can not only prevent foreign exchange from going abroad, but also attract foreign tourists to come to Indonesia,” said the former head of the National Public Procurement Agency.

He then expressed his gratitude and appreciation to all ministries/institutions, SOEs, and businesses that collaborate to transform the digital services of event licenses.

“Congratulations on this great orchestration, especially the Coordinating Ministry for Maritime and Investment Affairs, the Ministry of Tourism and Creative Economy, the Ministry of Investment, the National Police, PT Telkom, and PT Bank Mandiri, who have worked together to realize the digitalisation of this event permit service,” he said.

These digital services, Anas added, have brought a new user-centric experience similar to services in the private world.

“Previously, in event permit services, there was no clear service level agreement (SLA), nor was there a definite fee. In the past, event organisers had to come to the police, to the local government office, and so on, so it was costly. Now it is fully online, you just need to sit in front of the laptop,” he explained.

Acting Secretary of the Coordinating Ministry for Maritime and Investment Affairs Odo Manuhutu said that the key to implementing integrated licensing digitalisation is collaboration between agencies.

“The Minister of Maritime and Investment Affairs hopes that this system will encourage and have a positive impact on our event industry. Hopefully, the industry can utilize this service to make the process more transparent, simple, and accountable,” said Odo.

Furthermore, he explained that the digital event permit service has successfully cut the business process from 6 stages to 4 stages.

With the digital transformation, existing processes are integrated. Form filling, data repetition, and document uploads are significantly reduced.

The process is integrated, online (not face-to-face), and uses digital payments.

“Previously, we needed to upload up to 9 documents. It has been cut down to only 2 documents. All online submissions are processed only once at all relevant agencies,” he said.

Odo explained that the digital event permit service in the initial stage is focused on the music event category in 7 venues, namely Gelora Bung Karno Stadium, PIK 2, Beach City, JIEXPO, ICE BSD, JIS, and TMII.

“In the future, the event categories and locations will continue to grow,” explained Odo.
