Ahead Of The Political Year, The Director General Of Bina Pemdes Asks For The Discussion Of P3PD To Be Completed in 2023

JAKARTA – Ahead of the 2024 political year, the Ministry of Home Affairs through the Directorate General of Village Administration (Bina Pemdes) has requested the ministries and other institutions related to the Village Governance Strengthening and Developing Program (P3PD) to immediately accelerate the program.

P3PD is a government program to support the implementation of Law Number 6 of 2014 concerning Villages, which is structurally overseen by several ministries and institutions.

“This program must be completed immediately because there will be simultaneous regional elections and a presidential election in the near future,” said the Director General of Bina Pemdes Eko Prasetyanto in the Consolidating the Preparation and Implementation of the PIU Cross Component Program Budget Phase I P3PD for the 2023 Fiscal Year Workshop, several times ago.

According to Eko, the workshop which was held at Grand Sahid Jaya Hotel is very important since the related ministries and institutions will support each other in launching various P3PD activities so that the targets for 2024 can be achieved.

The Ministry of Home Affairs also initiated the P3PD portal with the aim of supporting the program which is carried out through 3 components–strengthening village government capacity, strengthening community participatory development, and coordinating national policies and monitoring P3PD.

Eko hopes P3PD will bring reforms to the system of support, guidance, and village and regional government supervision through innovation in the development of the P3PD portal information system.

In substance, support for the implementation of P3PD is carried out by the Ministry of Home Affairs to strengthen the performance of the officials and institutions of the village government.

On the other hand, the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration (Kemendesa PDTT) is in charge to strengthen participatory development.

Last but not least, the Coordinating Ministry for Human Development and Cultural Affairs (Kemenko PMK) and the Ministry of National Development Planning/National Development Planning Agency (Bappenas) are to coordinate national policies and monitor the government capacity and village development strengthening program.

Eko said, improving the quality of planning and budgeting at the village level through increasing the capacity of village administrations and other institutions is one of the strategies to improve the quality of village spending.

Improving spending effectiveness at the village level requires improving the quality of village governance which leads to improvement, alignment in the planning process, and budgeting to meet wants and needs.

Strategy and Harmonization of Village Development Regulations

On the same occasion, Assistant Deputy for Regional Empowerment and Spatial Mobility of Kemenko PMK Herbert Siagian said that his party would be responsible for facilitating national coordination in strengthening the implementation of village laws including preparing a roadmap for implementing the law.

Apart from that, Herbert also explained that in the process of preparing the roadmap, it is necessary to evaluate and harmonize programs from other components as well as programs that enter the village in order to support the improvement of the quality of village spending.

Herbert said, during the journey, he acknowledged that there were problems in the process of harmonizing the regulations.

For example, sectoral egoism from each agency and perceptions about laws and regulations that are not aligned so that the discussion is only fragmentary.

Another problem that often arises is that the representatives sent to make decisions often change and draft laws that are to be harmonized are only distributed at meetings.

Herbert apparently has solutions for each problem, including reviewing regulations and programs so they don’t overlap, prioritizing national interests, equalizing perceptions, and preparing regulatory documents.

They also work with regular coordination, synchronization and control between ministries/agencies in the implementation of the Village Law, implementation of commitments, policies and regulations that have been stipulated, as well as forming a village development oversight team to oversee the implementation of village development regulations and policies in the regions (NEWS ADVERTORIAL).
