Sub-district Dashboard to Accelerate Village Development. Here’s How It Works!

THE EDITOR – The Sub-district Dashboard is one of the work programmes run by the Directorate General of Territorial Administration (Bina Adwil) of the Ministry of Home Affairs that will help village and regional development planning to synergise well.

This was conveyed by the Acting Director of Deconcentration, Assistance Tasks, and Cooperation of the Directorate General of Territorial Administration of the Ministry of Home Affairs Edi Cahyono to The Editor.

“The Sub-district Dashboard is carried out in order to achieve synergy of Village-Regional Development planning through the Frontline Service Delivery Development and Supervision Strategy and operate the Sub-district Dashboard as a working tool in the sub-district,” he said.

The Sub-district Dashboard, according to him, is part of the government’s Strengthening Village Governance and Development (P3PD) work programme.

The target of this training is to form a Sub-district Dashboard management team that is connected to the P3PD Joint Secretariat, strengthen coordination between the center and the regions in the synergy of P3PD implementation, and develop a joint agenda for monitoring and evaluating the results of P3PD training through the website.

It should be noted that the focus of the P3PD training conducted by the Directorate General of Territorial Administration of the Ministry of Home Affairs is on coaching sub-district heads so that they can become a bridge between the village and district governments.

The participants who will be involved in this training include sub-district heads, sub-district secretaries, Health Technical Service Units (UPT), and Education UPT.

WHAT ARE THE TRAINING MATERIALS TAUGHT TO THE PARTICIPANTS?

The Editor managed to summarize data related to the material taught by the Directorate General of Territorial Administration of the Ministry of Home Affairs to P3PD training participants specifically for the sub-district level. Here is the list:

1.⁠ ⁠Facilitation of Basic Service Data Consolidation on a Regional Basis

2.⁠ ⁠Facilitation of Improving the Quality of Village Planning in the Education Sector; 

3.⁠ ⁠Facilitation of Improving the Quality of Village Planning in the Health Sector;

4.⁠ ⁠Facilitation of Improving the Quality of Village Planning in the Public Works Sector; 

5.⁠ ⁠Facilitation of Village Planning Quality Improvement in Social Sector;

6.⁠ ⁠Model for Strengthening Coordination of Basic Service Delivery at the Sub-district Level;

7.⁠ ⁠Strengthening the Management of Public Assessment and Complaints on the Implementation of Basic Services; 

8.⁠ ⁠Utilization of the Sub-district Dashboard for Strengthening Basic Services; and 

9.⁠ ⁠Management of P3PD Administration and Reporting Sub Component 1D

The Directorate General of Territorial Administration of the Ministry of Home Affairs is tasked with providing training to regional governments – in this case, at the sub-district level. 

The task of this institution is included in one of the P3PD programmes that must be achieved, especially in the field of supervising the use of village expenditure by officials.

There are five ministries mandated to run this programme, namely the Ministry of Villages and Development of Disadvantaged Regions, the Ministry of Home Affairs, the Coordinating Ministry for Human Development and Cultural Affairs, the Ministry of Finance, and the Ministry of National Development Planning.

Capacity building training for village officials is conducted by the Ministry of Home Affairs through the Directorate General of Village Government Development.

Meanwhile, the Ministry of Villages and Development of Disadvantaged Regions targets to increase community capacity through village and local village facilitators. 

As a model of this, village field schools, digital villages, and digital ambassadors in villages are prepared.
