JAKARTA – For more than two decades, the Government of Indonesia has been committed to the digital transformation of government systems within the Electronic-Based Government System (SPBE) framework with the aim of rebuilding the quality, accountability, efficiency, and accessibility of public services.
It was implemented and initiated through Presidential Instruction (Inpres) No. 3 Year 2003 on National Policy and Strategy for E-Government Development.
However, along with this great effort, a new challenge arose in the form of scattered non-standardised and fragmented digital public services across many central and regional government portals and applications.
This condition makes the implementation of public administration and services not fully effective and efficient.
To answer this, the Government of Indonesia issued Presidential Regulation (Perpres) No. 95/2018 on Electronic-Based Government System (SPBE) and Perpres No. 132/2022 on National SPBE Architecture.
Both regulations are expected to create an integrated and efficient electronic-based government system and public services.
In addition, more efforts were needed to accelerate the integration efforts. Thus, Presidential Regulation No. 82 of 2023 on the Acceleration of Digital Transformation and National Digital Service Integration was issued.
To implement this, the government appointed PERURI as GovTech Indonesia named INA DIGITAL as the Organiser of the Integrated Government Digital Service Ecosystem in Indonesia which was inaugurated by President Joko Widodo on 27 May 2024.
Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas said INA DIGITAL is tasked with coordinating the integration of government digital services that have been separated in thousands of applications belonging to ministries/agencies and regional governments.
“INA DIGITAL has a big task to ensure convenience for the community by providing integrated digital services. In accordance with the President’s direction, there should be no more complicated processes even though we have utilized technology,” he said.
As part of PERURI, INA DIGITAL was formed as a result of synergy and collaboration between the Ministry of PANRB as Chair of the National SPBE Coordination Team and the Ministry of State-Owned Enterprises (BUMN).
INA DIGITAL itself is driven by the nation’s best talents who are experienced in building digital services on a national and international scale. It has also become the starting point of efforts to digitally integrate all public services and government systems in Indonesia.
Integrated Commitment of 15 Ministries and Agencies
Along with the inauguration of INA DIGITAL on 27 May 2024, 15 ministries and agencies also signed a commitment to become pioneers in accelerating the integration of the digital service ecosystem in Indonesia.
This is done through efforts to integrate access, integration, and interoperability of data that pay attention to the needs and ease of access of the community as users.
Referring to Presidential Regulation No. 82 Year 2023, 9 of the 15 ministries/agencies are included in the Priority SPBE Application sector. The nine sectors were chosen to be prioritized for integration since they are government systems and basic community services.
Anas said, currently, when residents need service A, they have to download the application of agency A and fill in the data in the application.
Then when they need service B, they have to download application B and fill in the data again.
The process is repetitive. And there are thousands of services with thousands of applications. Instead of easy, it is difficult for citizens to get the services they need.
This Priority SPBE application is integrated into the public service portal and government administration portal. With the integration of these digital services, the public is expected not to need to fill in data repeatedly.
“This is where the importance of service interoperability, which requires data exchange. INA DIGITAL is tasked with integrating these services,” Anas said.
Priority SPBE Application sectors include health, education, social assistance, population administration, state apparatus, state finance, police, and so on. While the other six are included in the National SPBE Application sector.
The integration is also carried out in stages so that in the future all sectors of government systems and public services in all ministries/agencies can be integrated.
On the other hand, through the signing of the commitment and the establishment of INA DIGITAL, President Joko Widodo also appealed to all ministries/agencies, both at the central and regional levels, not to create new portals and applications that can support the integration of digital services in Indonesia.
Establishing Integration Through Three Digital Innovations
President Director of PERURI Dwina Septiani Wijaya explained that INA DIGITAL is currently pursuing the development of three digital innovations that will be integrated with each other.
These innovations will be used in the form of portals and applications whose use targets two different segments.
“The portals and applications that will be developed target two segments, the first is for the community to access various public services. Secondly, for government agencies that function to access various government administration governance services, both central and regional,” she explained.
On the other hand, INA DIGITAL uses the Government Services Liaison System (SPLP) to support data exchange between all these systems and applications.
To provide convenience and security when accessing services, INA DIGITAL developed a third innovation that serves as a ‘single access key’ authentication through the use of Digital Population Identity (IKD).
“Thus, users do not need to create accounts or input data repeatedly when accessing different services or single sign-on. To strengthen security, a layered data encryption process is also applied, starting from in-transit to at-rest,” said Dwina.
The application of multi-factor authentication (MFA), she continued, also allows data and identity verification to run securely, and users have full authority in using their personal data when accessing public services electronically.
These three innovations were also developed through multiple security audit stages and run in accordance with the standards set by PERURI and the Government of Indonesia through applicable laws and regulations.
One to note, the development process also involves active supervision and assistance by the National Cyber and Crypto Agency (BSSN).
“Until now, intense coordination is still being carried out with 15 ministries/agencies to make this integrated effort a success. The three innovations are targeted to be tested gradually in the third quarter of this year,” she said.
Dwina admitted that technology development and digitalisation in government services are not new to PERURI.
Since 2019, PERURI has transformed and expanded its business from security printing to digital security with various portfolios and achievements.
“We welcome the assignment and trust given by President Joko Widodo to us to carry out a big national mission in integrating all government services and systems in Indonesia digitally,” she concluded.
