Public Test of RPP on ASN Management, Minister Anas: Gather Input from Academics to Be More Comprehensive

YOGYAKARTA – The Government Regulation Draft (RPP) on the Management of State Civil Apparatus (ASN) will soon be finalized.

To accelerate this, the Ministry of Administrative and Bureaucratic Reform (PANRB) together with the National Civil Service Agency (BKN) held a public test in Yogyakarta on Tuesday (2/7).

The public test is conducted to receive responses and input related to the substance from academics and regional agencies. Previously, the public test of the RPP on ASN Management was also conducted in Jakarta and Bogor.

PANRB Minister Abdullah Azwar Anas said that the public test of the RPP on ASN Management is a forum to obtain input from stakeholders who have been in the field, including academics.

“Thus the resulting government regulation (PP) is more implementative, comprehensive, and can overcome problems in the field,” he said.

The RPP on ASN Management consists of 21 chapters and 312 articles, with the scope of needs planning, procurement, strengthening work culture and institutional image, performance management, talent and career development, competency development, dismissal, and discipline enforcement.

On that occasion, Acting Deputy for Human Resources of the Ministry of PANRB Abdul Hakim explained matters that need to be highlighted in Law No. 20/2023 on ASN and will be formulated in the RPP on ASN Management.

First, related to the transformation of ASN recruitment and positions, where the flexibility of determining ASN needs and recruitment according to agency needs and positions is simplified to be more open to support agile and collaborative organizations.

“This law and RPP try to introduce human capital management,” he said.

Second, the ease of mobility of national talents. It is said that ASN has the function of unifying the nation, ready to be assigned wherever it is.

Furthermore, it is related to the acceleration of competency development.

Fourth, the arrangement of non-ASN personnel. And fifth, the reform of ASN performance management and welfare.

Hakim explained, one example related to welfare that will be given is leave for husbands who accompany their wives to give birth.

Then, the sixth is related to the digitalisation of ASN management. Lastly, strengthening work culture and institutional image.

Acting Head of BKN Haryomo Dwi Putranto hopes that the regulations made can accommodate all ASNs throughout Indonesia.

He requested that the participants of today’s public test be able to provide input both from the aspect of human resource management and regulation.

“In order to make the regulation be implementable, durable, then not undergo changes that can accommodate all ASNs throughout Indonesia,” he said.

He also hopes that ASN in the future will become more professional when regulations can be regulated and can be implemented easily without any obstacles and constraints.

The event was attended by academics from various universities, including Wahyudi Kumorotomo from the Faculty of Social and Political Sciences of Gadjah Mada University Yogyakarta; Rector of Sunan Kalijaga State Islamic University Al Makin; Ismi Dwi Astuti Nurhaeni from the Faculty of Social and Political Sciences of Sebelas Maret University Surakarta; Director of the Directorate of General, Resources and Law Aman; Director of Human Resources of Gadjah Mada University Yogyakarta Suadi; and Hendry Julian Noor from the Faculty of Law of Gadjah Mada University Yogyakarta.

Some representatives of PAK member ministries who attended were the Ministry of the State Secretariat, Ministry of Home Affairs, and Ministry of Finance.

One of the inputs was delivered by Ismi from the Faculty of Social and Political Sciences of Sebelas Maret University Surakarta. According to her, this government regulation has explicitly put forward meritocratic values if it’s assessed from the substance of the content on ASN management.

This is seen from the perspective of professional HR management policies, free from political intervention and free from corruption, collusion, and nepotism (KKN) practices.

Furthermore, she highlighted the article related to granting leave to ASNs who accompany their wives to give birth. According to her, this article guarantees leave rights not only to female ASNs.

She further explained that the regulation needs to be coordinated with existing regulations (in this case, the drafting of the Maternal and Child Welfare Law, articles 4 and 6). She suggested increasing the leave to five days.

“But I don’t know whether it’s possible or not. Coming from my experience as a woman, it is not enough for a spouse whose wife is giving birth to only get three days off. If it can be negotiated, at least five days should be given. Five days plus Saturday and Sunday, I’m sure the spouse will be happier, and leave for the sake of childbirth can be felt by both women and men. Of course it must be coordinated with the relevant ministries,” she concluded.
