BADUNG – Indonesian Vice President Ma’ruf Amin had presented the results of this year’s evaluation of Bureaucratic Reform (BR), Government Agency Performance Accountability (GAPA), and Integrity Zone (IZ) to government agencies.
Despite showing a positive trend with an increase in average scores, he reminded government agencies not to become complacent because bureaucratic reform is a continuous process.
“Alhamdulillah, approaching two decades of implementing bureaucratic reform, there have been many significant changes,” he said at the Appreciation and Presentation of Evaluation Results of Bureaucratic Reform, Performance Accountability of Government Agencies, and Integrity Zones in 2023 in Badung, Bali, Wednesday (6/12).
“The percentage of government agencies that achieve bureaucratic reform index scores and performance accountability scores in the “good” category and above is increasing. These achievements should be a driving force and encouragement for us to continue to improve.
“Various strategic policies for bureaucratic reform and management of the state civil apparatus must be carried out continuously, massively, and simultaneously, not only at the center, but also at the regions,” he explained.
The Vice President explained that the government continues to encourage bureaucratic reform so that it has an impact that can be directly felt by the public.
Bureaucratic reform will continue to focus on efficiency, transparency, and responsiveness to community needs, one of which is through digital-based transformation.
“Accelerate the transformation to create an integrated, digital-based bureaucracy,” said the Chair of the National Bureaucratic Reform Steering Committee (NBRSC).
“This is important to facilitate data interoperability between government agencies as a reference in preparing planning and budgeting for development programs as well as preparing quality and targeted policies,” he added.
Regarding the increase in the average GAPA score, Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas said that, of the 499 districts/cities that took part in the evaluation, the average GAPA score for 2023 was 63.36.
When compared with the 2022 achievement of 62.34, the average district/city GAPA has increased by 1.02 points.
Meanwhile, of the 34 provinces that took part in the 2023 GAPA evaluation, the average GAPA score was 72.17.
Compared with the achievement in 2022, which was 71.70, the average provincial GAPA in 2023 experienced an increase of 0.47 points.
“To encourage the success of poverty alleviation, we have set the focus of the 2023 SAKIP evaluation on the accountability aspect of managing poverty programs and activities in the regions,” said Minister Anas.
“In its implementation, we collaborate with the Ministry of Home Affairs to map the poverty budget in SIPD and measure cost-effectiveness,” he continued.
It was further explained, in order to realize Impactful BR through Thematic BR, each government agency was asked to prepare a concrete and collaborative action plan to resolve thematic problems in their respective regions.
It is recorded that 32 provinces, 424 districts/cities, and 76 ministries/institutions have established action plans and reported their progress to the Ministry of Administrative and Bureaucratic Reform.
“From the results of our Impactful BR evaluation, there are 12 regional governments with the best implementation of Thematic BR on all themes,” said Minister Anas.
“The commitment and enthusiasm of government agencies in implementing BR needs to continue to be maintained and increased in line with demands for bureaucracy to have a real impact on society,” he continued.
Moving on to the results of the 2023 Integrity Zone evaluation, the former Head of the Government Procurement of Goods and Services Policy Institute (GPGSPI) said that there were 109 work units that received the Corruption Free Area (CFA) and Clean and Serving Bureaucratic Area (CSBA) awards.
Of this number, 85 work units received CFA awards and 24 work units received CSBA awards from 27 ministries/institutions and 24 regional governments..
Minister Anas also expressed his appreciation to local governments who have succeeded in getting the GAPA title increased, agencies with the best Thematic BR implementation, as well as work units that have succeeded in achieving CFA/CSBA in 2023.
He hopes that the improvement in the quality of GAPA and BR as well as the achievement of the CFA/CSBA predicate will be maintained and even improved in the years to come.
One to note, the 2023 Appreciation and Presentation of Evaluation Results of Bureaucratic Reform, Government Agency Performance Accountability, and Integrity Zones is the end of the RBXperience event.
RBXperience includes peer teaching activities as a means of knowledge sharing from pilot government agencies to accelerate bureaucratic reform achievements, as well as coaching clinics as an interactive forum between government agencies and ministries/institutions at the meso level in order to obtain input for improving the implementation of RB in their agencies.
