SURABAYA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas invites the rectors of state universities (PTN) in East Java to help monitor the bureaucracy.
According to him, the Ministry of PANRB needs active collaboration from various stakeholders, including academics, as they can strengthen bureaucratic reform policies with data and academic analyses (evidence-based policy).
“Now is the time to collaborate in building innovation, not working alone. No one can achieve goals without the contribution of the other. Therefore, the role of academics, rectors, and education activists is very important to help monitor the bureaucracy,” he said when opening the 2024 Working Meeting of the East Java PTN Rectors Association at UPN Veteran East Java, Monday (2/9).
There is a need for educational figures, he said, as agents of change who bridge development priority programmes with the community while producing superior human resources.
Therefore, the ranks of academics, in this case state universities in East Java, can continue to produce breakthroughs that can have an impact on society. In addition, the campus can also synergise and collaborate with more parties to contribute to the progress of the nation.
In front of the East Java PTN Rectors Association, the former Head of LKPP also stated that the current Impactful Bureaucratic Reform focuses on the results and impacts for the community. This is also the direction of President Joko Widodo (Jokowi) who encourages bureaucracy to have an impact, as it is not just a pile of paper while it is agile and fast.
Through the thematic bureaucratic reform (thematic BR) programme, the Ministry of PANRB has shown innovative steps in responding to public expectations of the bureaucracy. Thematic BR focuses on four priorities, namely poverty alleviation, investment enhancement, government digitalisation, and domestic product spending.
BR implementation needs to be done together with various parties. Minister Anas likened state civil apparatus (ASN) and bureaucracy to an engine for development. The better the bureaucracy, the faster poverty alleviation, increased investment, and resolution of various state problems.
Furthermore, the former Banyuwangi Regent said that digitalisation is one of the priority programmes of the Ministry of PANRB, one of which is done through the implementation of the Electronic-Based Government System (SPBE). Currently, there are 27,000 applications that are not integrated. Through SPBE, the government encourages all systems to be integrated and have good interoperability, leading to increased public satisfaction.
Minister Anas also invited the rectors and academic community to be able to innovate in various sectors, especially in the teaching and learning process by utilizing technology more.
“Digitalisation is not only limited to applications. It is more than that. It is improving the governance of business processes in order to make the services run better,” he continued.
The Ministry of PANRB has carried out various policy transformations in supporting the performance of lecturers, such as the Teacher and Lecturer Law.
There is also the development and management of teachers and lecturers which are regulated in the JF Teacher and Lecturer Regulations. In addition, it is also related to the implementation regulations including the administration of the AK assessment of lecturers and the promotion of lecturers.
The Ministry of PANRB has also mapped the projected needs in the education and health sectors with positive growth, as well as functional technical personnel according to national priority areas and regional potential with the Zero Growth scheme or only recruiting new employees to replace retiring employees.
Meanwhile, for executive technical personnel, a negative growth scheme is used considering that digitalisation is increasingly intensive and can replace human jobs.
In the last five years, there are 14,110 ASN Lecturer formations in 2024 which are divided into 10,570 CPNS and 3,540 PPPK.
Regarding the progress of lecturer functional positions, the Ministry of PANRB has processed proposals and discussed several matters related to the synchronization of lecturer career provisions in the Teacher and Lecturer Law and JF governance.
In addition, it also discussed the rewards for lecturers assigned to special regions.
