JAKARTA – Minister of Administrative and Bureaucratic Reform (PANRB) Abdullah Azwar Anas conveyed various strategic transformations in the Draft Government Regulation (RPP) on State Civil Apparatus (ASN) Management that have been formulated and consolidated with cross-sectors.
One of these strategic transformations is in the scope of completing the arrangement of non-ASN personnel.
Anas stated that the government has made efforts to resolve the arrangement of non-ASN personnel through three regulations.
These regulations include Decree of the Minister of PANRB No. 347/2024 on the Selection Mechanism for PPPK Year 2024, Decree of the Minister of PANRB No. 349/2024 on the Selection Mechanism for PPPK Employees for Health JF, and Decree of the Minister of PANRB No. 348/2024 on the Selection Mechanism for PPPK for Teacher JF in Regional Agencies.
“The settlement of the arrangement of non-ASN personnel actually does not have to wait for the RPP to be finalized. In the procurement of PPPK in 2024, the government has prepared PPPK formations for non-ASN applicants totalling 1,031,554,” said Anas during a Work Meeting and Hearing on the ASN Management RPP with Commission II of the House of Representatives (DPR) in Jakarta, Wednesday (28/8).
In the published regulations, there are several main arrangements including one that relates to the event when applicants exceed the number of formations and the passing is determined based on the best rank. Furthermore, filling the formation is prioritized sequentially for:
a) Teachers graduating in 2021 and D-IV Midwife Educators in 2023.
b) Former THK-II.
c) Non-ASN who are registered in the BKN non-ASN database and actively teaching in government agencies.
d) Teachers who are actively teaching in public schools and Non-ASN personnel who are actively working in government agencies.
e) Teacher Professional Education (PPG) graduates.
“Applicants who are recorded as non-ASN personnel in the BKN database (as mutually agreed between the Government and the House of Representatives) who take part in the selection process and get the best rank are appointed as PPPK. However, applicants who have not received the best ranking and are not in accordance with the formation vacancies, can be proposed as Part-Time PPPK,” Anas explained.
Furthermore, he explained that the RPP for ASN Management formulated a simplifying transformation of the staffing service business process to facilitate ASN.
Initially there were 3 stages in determining Position Competency Standards (SKJ). Through the ASN Management RPP, SKJ will be determined by each agency. Regarding the process of proposing the formation of Functional Position (JF), previously 9 stages were needed, now only 4 stages.
In terms of ASN performance appraisal, it used to require 3 stages. Today, the determination of ASN performance appraisal is done by direct supervisor/Performance Appraisal Officer.
“Previously, various personnel services were facilitated by more than 1,000 applications developed by each government agency that were not integrated. Now, personnel services are integrated in an Integrated Platform,” he explained.
In line with this business process simplification, the Ministry of PANRB continues to finalize the digitalisation of ASN management by developing a government administration portal in the field of state apparatus services which is part of the National Portal managed by INA Digital.
The Government Administration Portal in the field of State Apparatus Services interoperates various ASN management services to make it more effective and efficient.
“These services include planning, procurement, performance culture, supervision, performance, talent, competence, to reward and dismissal of ASN,” Anas added.
On the occasion, Chairman of Commission II of the House of Representatives Ahmad Doli Kurnia Tandjung emphasized the importance of political will and cross-sector collaboration in completing the ASN Management RPP, especially regarding the arrangement of non-ASN personnel.
“The settlement of non-ASN personnel issues is of particular concern. Commission II DPR RI will continue to oversee the completion of this RPP (ASN Management) so that it will be completed soon,” he concluded.
