Integrated Event Licensing Digital Service Launched, Minister of PANRB Appreciates Chief of Police

JAKARTA – President Joko Widodo (Jokowi) inaugurated a breakthrough in the digitalisation of event permit services at the Indonesian National Police in Jakarta, Monday (24/6).

The President hopes that this is not just a service website, but a transparent and efficient simplification of bureaucracy for organizing national and international events.

“It provides ease of management, provides certainty well in advance, cuts our bureaucracy, so that it creates a cheaper and more transparent cost,” he said.

Regulations governing online permits issued by the Indonesian National Police can be utilized by applicants, especially event organizers.

The regulation is listed in Police Regulation No. 7/2023 concerning Technical Licensing, Supervision, and Police Actions in Public Crowd Activities and Other Community Activities.

To date, the digitisation of services started with music concert permit services.

He further explained that the lack of planning and certainty of permits that are not given in advance are the main problems of organizing events in Indonesia.

“I ask the event organizers to submit it in advance, 6 months to 1 year in advance. This means that there is good planning management,” Jokowi explained.

Attending the event, Administrative and Bureaucratic Reform (PANRB) Minister Abdullah Azwar Anas expressed his appreciation to the Indonesian National Police for their efforts to digitize services to cut the bureaucratic process in organizing events, making it easier for the public to get event permits.

“The PANRB Ministry appreciates the efforts of the Kapolri to cut the permit business process. We hope it can run optimally,” he said.

Anas said that it was not easy to integrate and at the same time cut down the business process of event organizing services.

President Jokowi instructed that integration must be done as event organizers have to get activity permit documents from several parties, ranging from venue owners, tourism offices, to the police. Some of the processes were even still manual.

With the digital transformation, existing processes are integrated. Form filling, data redundancies, and document uploads are significantly reduced.

The ongoing process is also carried out in an integrated manner, online (not face-to-face), and using digital payment.

“With all the complex details, it is not easy to integrate and cut business processes. And it turns out that now it can be integrated and the business process is cut significantly, so that permits can be obtained faster. Therefore, we appreciate the Chief of Police for giving great attention to bureaucratic reforms related to the permit of events,” Anas said.

With event licensing becoming easier, he is optimistic that the creative economy sector in the country will grow.

“The organization of events brings a tremendous multiplier effect, starting from food MSMEs, transportation, accommodation, souvenirs, and so on,” he said.

The digital service for organizing events, Anas continued, is one of nine priority services in the Electronic-Based Government System (SPBE) of which the Ministry of PANRB is the coordinator.

“As directed by President Jokowi, in the initial stage there are nine priority services that will all be integrated. In addition to event licensing, there are related services such as education, health, and ASN management,” said Anas.

The initial stage of event digitalisation can be carried out at seven venues within the Polda Metro Jaya jurisdiction:

1) All Gelora Bung Karno venues

2) JIEXPO Kemayoran

3) Jakarta Convention Centre (JCC)

4) Beach City International Stadium (BCIS) Ancol

5) Indonesia Convention Exhibition (ICE) BSD

6) Taman Mini Indonesia Indah (TMII)

7) Community Park PIK 2
