Indonesia Discuss Digital Transformation Strategy With Japan

TOKYO – Indonesian government realizing Electronic Based Government System (SPBE) in digital transformation through digital service integration for faster, easier, cheaper and simpler service.

To accelerate the realization of SPBE, the PANRB Ministry studying good practices in implementing digitalization in various countries, such as Japan.

During his visit to Japan, Friday (01/12), Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas  learning digital transformation from Japan Digital Agency.

Japan Digital Agency is responsible for promoting ICT and DX in central and local government.

The programs managed by Japan Digital Agency such as the e-Gov Portal and My Number. It currently serving online administration  because already has Mynaportal.

“We are happy to be able to discuss and gain insight regarding how to specifically implement digital transformation and review programs. As we know, Japan has many good practices that we can learn from and become an inspiration for us in Indonesia,” said Minister Abdullah Azwar Anas when meeting with Japanese Digital Transformation Minister Taro Kono at the Tokyo Digital Agency Office, Japan.

Anas said that digital transformation is not just an application and technology aspect only, but is a political will and collaboration that must be realized together to improve public services, bureaucratic efficiency and community participation.

“I am sure that Japan’s experience will provide valuable insight for all of us to encouraging digital transformation in our respective countries, especially to form integrated government digital services which are oriented towards people’s needs _ (Citizen Centric) and what the Japanese government’s strategy accelerating integrated digital transformation,” said Anas.

​According to him, Indonesian government currently working to accelerate digital transformation and integrate national digital services. 

“We are currently preparing important regulations to answer various crucial issues in implementing digital transformation, especially centralizing implementation strategy through GovTech, specifically in developing integrated digital services,” he explained.

A massive and fundamental change for the presence of GovTech to ensure the quality of standardization in priority applications, while systematically encouraging integration and interoperability oriented towards user needs (Citizen Centric).

Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas currently focusing on 9 Priority Services, streamlining applications and consolidating development.

“We develop 9 priority service, such as data exchange platforms, digital payments, public service portals, government administration portals, police services, social services, health services and education,” said Anas.

Through this meeting, Anas said he want to explore more about the evaluation of public programs implemented by Japanese government.

According to him, evaluation is the key to ensuring all government programs provide optimal benefits for society.

Effective evaluation system allows governments to measure the impact of policies, identify successes and make necessary improvements.

“I hope we can learn from Japan experience in designing and implementing effective public program evaluations. We also hope that this meeting can strengthen close cooperation & mutual support to create more effective and responsive government for the welfare of our society,” he added.

Meanwhile, Minister for Administrative Affairs of Japan Taro Kono said digital transformation process require good design. 

To implementing digital transformation, he add, Japanese government facing a lot of challenging.

It need strong leadership commitment and strategy implementation from leaders to achieve the goal.

“In the future, i hope we can exchange experiences and building cooperation to strengthen program evaluation in the regions. I hope I can witness its succes (in Indonesia),” he ends.
