IKN Becomes the Gateway to National Talent Mobility for Equitable Distribution of Quality Human Resources

JAKARTA – The development of Ibu Kota Nusantara (IKN) is an important momentum in national transformation for talent mobility.

In terms of position management, the Ministry of Administrative and Bureaucratic Reform (PANRB) prepares a special formation for the recruitment of Civil Apparatus Candidates (CPNS) for placement in IKN and prepares a career acceleration policy for state civil apparatus (ASN) who serve in IKN and disadvantaged, frontier, and outermost (3T) areas.

“This selection will be able to produce ASNs who have the ability to multitask and have better talents so that in the future it will help accelerate the transformation of government services in Indonesia,” said PANRB Minister Abdullah Azwar Anas when giving directions at the ASN Talent Fest 2024 and Anugerah ASN 2023 in Jakarta, Tuesday (27/8).

The uneven distribution of talents concentrated in certain areas is one of the challenges that must be addressed immediately. National talent mobility is expected to overcome the gap in filling positions and equitable distribution of quality human resources, especially in the 3T areas.

Talent mobility also allows for the exchange and development of capabilities between the public and private sectors, so that human resources in both sectors can learn from each other and increase competence. The competence and potential of each ASN will be more aligned with the position held.

“The mobility of national talents will provide wider opportunities for ASN to fill positions according to their competence and potential, so that each region can obtain quality ASN,” he continued.

In addition to position management, the next strategy from the Ministry of PANRB is the provision of pioneer allowances for ASNs who will move to IKN and the provision of adequate housing facilities in IKN.

However, it should be remembered that the filling of positions in IKN is carried out in stages with a priority scale of roles or tasks to ensure that government administration continues to run effectively, especially during the initial period of transfer.

Talent mobility is part of the seven transformation agendas in the ASN Law No. 20/2023. The transformation includes facilitating national talent mobility, accelerating competency development, digitalising ASN management, and strengthening work culture and institutional image.

Minister of Public Works and Housing (PUPR) Basuki Hadimuljono who was also present to give direction at the event had a similar view with Minister Anas regarding the ASN talent profile needed at IKN.

The Acting Head of the IKN Authority added that the presence of ASN at IKN is not limited to being talented, but also must have clear targets and be able to implement strategies, namely the planning, programming, and budgeting system.

“They must be able to deliver the programmes mandated by our respective ministries/agencies,” he said.

IKN is designed as a future, sustainable city, and is projected to be filled with young talents, especially generation Z and millennials. The presence of IKN is expected to lead to equitable development and human resources in Indonesia.

“IKN is a symbol of a city that will be the epicenter of Indonesia-centric development, not Java-centric,” Basuki concluded.
