JAKARTA – Commission II of the House of Representatives (DPR) approved the budget and the proposed budget increase for the Ministry of Administrative and Bureaucratic Reform (PANRB) in 2025.
Minister of PANRB Abdullah Azwar Anas said that the budget will be used to maximize work programmes that will support the 7th Asta Cita.
“To support the 7th Asta Cita, there are eighteen Development Activities (KP) that are in line with the duties, functions, and authorities of the Ministry of PANRB,” he said in a Working Meeting with Commission II of the House of Representatives in the framework of Adjustment of RKA K/L Year 2025 in accordance with the Discussion of the Budget Agency of the House of Representatives and Explanation of Budget Allocation Ceiling Year 2025, in Jakarta, Tuesday (10/9).
On that occasion, Minister Anas explained the evaluation of budget implementation in 2023 and 2024, as well as the work plan of the Ministry of PANRB in 2025.
He explained that the Ministry is currently in the process of drafting the National Bureaucratic Reform Grand Design (GDRBN) 2025–2045, which contains the policy direction for the implementation of national bureaucratic reform in the future.
The GDRBN, he added, will refine bureaucratic reform efforts with impact as directed by the President, while accommodating changes in the strategic environment and global challenges.
“Digital transformation will be the main strategy in accelerating the creation of a World Class Bureaucracy in supporting the vision of an Advanced Indonesia towards a Golden Indonesia 2045,” he said.
Minister Anas hopes that the bureaucratic transformation is expected to realize human-based public governance, which focuses on providing public services based on the human life cycle (from birth to death) through the use of digital technology and integrated services.
In addition, the Ministry of PANRB is also drafting a Presidential Regulation on the Government Performance Accountability System (SAKP), which is a collaboration between the Ministry of PANRB, Ministry of Finance, Ministry of PPN/Bappenas, BPKP, and various other parties.
Through SAKP, the performance of institutionally oriented government institutions will become more integrated in achieving shared outcomes of national development.
Furthermore, the Ministry’s work plan focuses on optimizing the public service ecosystem including four main approaches.
The integration of these four ecosystems aims to improve accessibility, efficiency, and quality of services to the wider community.
Then, the work plan also targets the seven transformation agendas in the ASN Law. Through the law, it is expected that the corruption perception index and government effectiveness index will improve.
“The end of the entire ASN transformation is surely to realize better public services and a more prosperous society,” added the former Head of LKPP.
Minister Anas added that the government will later conduct a gradual Limited Release on the three initial products developed by INA Digital.
The Phase 1 Limited Release (Alpha), which is planned for the 4th week of September 2024, will release INA Ku, INA Gov, and INA Pas applications as a new era of government digital transformation.
It is planned that the Full Release will be carried out in 2025 for all users and carried out openly. The version used will be more stable with features that continue to be expanded as needed.
In addition to submitting the Draft Work Programme and Budget for 2025, Minister Anas also conveyed the need for additional budget proposals in 2025.
He explained that the additional budget would be used for the Policy Programme, Professional Development and ASN Governance, and Management Support Programme.
In the meeting chaired by the Chairman of Commission II of the House of Representatives Ahmad Doli Kurnia Tandjung, Commission II approved the budget ceiling of the Ministry of PANRB in 2025 of IDR 359,980,127,000.
At the same time, the proposal to increase the Ministry’s budget in 2024 by IDR 116,078,076,000 was also approved.
“Commission II of the House of Representatives approved the proposed additional budget, and asked the Budget Agency of the House of Representatives to add it to the 2025 budget allocation ceiling (definitive ceiling) of each ministry/institution through discussions at the Budget Agency of the House of Representatives,” concluded Doli.
